Should Patients Have the Option To Not Know Their DNA?
An anonymous reader writes "Genome sequencing is getting faster and cheaper every year. This article points out that in the not-too-distant future, a DNA test will be a common diagnostic tool for doctors. It's a good thing for figuring out what's wrong with you — but there will unintended consequences. The test will also return information about conditions and diseases you're likely to get, which will spur more frequent testing — which can be extremely uncomfortable and/or expensive — as well as more frequent worrying. Should people be able to opt-out of this knowledge? Even if they do, should the information go into the patient's medical record? It likely will, and then the next doctor may be in the difficult position of not knowing what she can discuss with the patient. A new decision from the American College of Medical Genetics has recommended giving patients the option of not having the information gathered at all. It can get more complicated, too: '[G]eneticists and bioethicists are already discussing scenarios where patients may approach such decisions more like a menu, saying they want to know about increased risk of heart disease but not cancer, for example.'"

An Engineer's Eureka Moment With a GM Flaw
theodp (442580) writes "Hired by the family of Brooke Melton in their wrongful-death lawsuit against GM, engineer Mark Hood was at a loss to explain why the engine in Melton's 2005 Chevy Cobalt had suddenly shut off, causing her fatal accident in 2010. Hood had photographed, X-rayed and disassembled the two-inch ignition switch, focusing on the tiny plastic and metal switch that controlled the ignition, but it wasn't until he bought a replacement for $30 from a local GM dealership that the mystery quickly unraveled. Eyeing the old and new parts, Hood quickly figured out a problem now linked to 13 deaths that GM had known about for a decade. Even though the new switch had the same identification number — 10392423 — Hood found big differences — a tiny metal plunger in the switch was longer in the replacement part, the switch's spring was more compressed, and most importantly, the force needed to turn the ignition on and off was greater. 'It's satisfying to me because I'm working on behalf of the Meltons,' Hood said. 'It won't bring their daughter back, but if it goes toward a better understanding of the problem, it might save someone else.' Next week, GM CEO Mary Barra will testify before Congress about events leading up to the wide-ranging recall of 2.6 million vehicles."

But how do the agencies figure it out before the companies know they have been breached, especially given the millions companies spend on security and their intense focus on compliance? The agencies do the one thing companies don't do. They attack the problem from the other end by looking for evidence that a crime has been committed. Agents go undercover in criminal forums where stolen payment cards, customer data and propriety information are sold. They monitor suspects and sometimes get court permission to break into password-protected enclaves where cyber-criminals lurk."

WHO: Air Pollution 'Killed 7 Million People' In 2012

"In particular, the new data reveal a stronger link between both indoor and outdoor air pollution exposure and cardiovascular diseases, such as strokes and ischaemic heart disease, as well as between air pollution and cancer. This is in addition to air pollution’s role in the development of respiratory diseases, including acute respiratory infections and chronic obstructive pulmonary diseases." The Organization says the bulk of the deaths occurred in South-East Asia and the Western Pacific Regions (PDF), with indoor air pollution causing more deaths than outdoor pollution in those areas, largely due to the use of coal, wood, and biomass stoves for cooking.

Mathematician Gives Tips On How To Win $1 Billion On NCAA Basketball
Hugh Pickens DOT Com (2995471) writes "Jake Simpson reports at The Atlantic that Mathematician Tim Chartier, a Davidson College professor who specializes in ranking methods, teaches a math-heavy form of bracketology — the science of predicting the annual NCAA college basketball tournament at Davidson College in North Carolina. Chartier's academic research is in ranking methods where he looks at things like the page-ranking algorithms of Google. 'In 2009, my collaborator Amy Langville said: "You know what? ESPN has this huge online bracket tournament. Let's create brackets with our ranking methods, just to see if it's creating meaningful information."' Chartier's formula, an evolving code-based matrix that ranks each of the 68 tournament teams, has helped several Davidson students score in the 96th percentile (or higher) in ESPN's bracket challenge and this year, Chartier's goal is to help someone win the $1 billion prize offered by Warren Buffett to anyone who correctly predicts all 63 games of the men's tournament.
Chartier uses two methods. One is the Colley Method, named after astrophysicist Wesley Colley who developed a method used by the BCS for college football (PDF). His basketball method only counts wins and losses, not margin of victory. The other method is the Massey method created by sports statistician Kenneth Massey (PDF), which does integrate scores. Chartier has not been banned from any office pools — at least none that he knows of. But as a result of coming pretty darn close to filling out a perfect bracket just by crunching the numbers, brackets have become a labor of love. 'Now that the brackets are actually out, I've had students in and out of my office all week, sharing new ideas,' says Chartier. 'For me, that's more fun than filling out a bracket. They will all be filling out brackets, so it's like I'm doing parallel processing. I know what might work, but watching them figure out the odds, is a thrill.'" -
IBM's Watson To Be Used For Cancer Treatment

The trial involves 20 to 25 glioblastoma patients with poor prognoses. The article states, 'It should theoretically be possible to analyze [genomic] data and use it to customize a treatment that targets the specific mutations present in tumor cells. But right now, doing so requires a squad of highly trained geneticists, genomics experts, and clinicians. It's a situation that can't scale to handle the [number of] patients with glioblastoma, much less other cancers. Instead, that gusher of information is going to be pointed at Watson... Watson will figure out which mutations are distinct to the tumor, what protein networks they effect, and which drugs target proteins that are part of those networks. The net result will be a picture of the biochemical landscape inside the tumor cells, along with some suggestions on how clinicians might consider intervening to change the landscape.'"

UK To Create Alan Turing Institute

Turing was a pivotal figure in mathematics and computing. His codebreaking work led to the cracking of the German 'Enigma' codes. In December 2013, after a series of public campaigns, Turing received a posthumous royal pardon, for a conviction of homosexual activity in 1952."

Officials: NSA's PRISM Targets Email Addresses, Not Keywords
wiredmikey writes "The US government's PRISM Internet spying program exposed by Edward Snowden targets suspect email addresses and phone numbers but does not search for keywords like terrorism, officials said Wednesday. Top lawyers of the country's intelligence apparatus including the NSA and FBI participated Wednesday in a public hearing on the controversial US data-mining operations that intercept emails and other Internet communications including on social media networks like Facebook, Google or Skype. 'We figure out what we want and we get that specifically, that's why it's targeted collection rather than bulk collection,' Robert Litt, general counsel at the Office of the Director of National Intelligence, told the hearing. Under authority of the Foreign Intelligence Surveillance Act, the NSA asks Internet service providers to hand over messages sent from or received by certain accounts such as terrorist@google.com, the Justice Department's Brad Wiegmann said, using a hypothetical example."

And an adviser on her thesis committee says he was never asked to review it. Could this get any stranger? Probably!"

Dennis Jenkins, who spent his entire 30-plus year career sending the shuttles into space, is playing a key role in locating essential parts using his own and his colleagues' institutional memory. Employed by NASA contractor Martin Marietta, he helped write the software used in loading and controlling the liquid oxygen needed to launch the 2,250-ton shuttle assembly into low Earth orbit. Now, with the program part of a bygone era of exploration, the 57-year-old works for the California Science Center, helping officials figure out how to rebuild Endeavour."

Eric Schmidt On Why College Is Still Worth It

The Google Chairman says it's still worth it, noting that: 'The economic return to higher education over a lifetime produces significant compound greater earnings.' From the article: 'When asked about the difficulty in paying for college, Schmidt was adamant: "I appreciate it's expensive and we need to fix that," he said, but "figure out a way to do it." One potential problem with Schmidt's statement is that it was an argument for the average student. It may be more advantageous for students at the bottom and top quartiles of the talent distribution to go straight into the workforce (or get vocational training). Case in point, Mark Zuckerberg dropped out of college, and I don't think anybody would say he made a mistake.'"

Conservation Communities Takes Root Across US
Hugh Pickens DOT Com writes "Kate Murphy reports at the NYT about a growing number of so-called agrihoods, residential developments where a working farm is the central feature, in the same way that other communities may cluster around a golf course, pool or fitness center. At least a dozen projects across the country are thriving, enlisting thousands of home buyers who crave access to open space, verdant fields and fresh food. 'I hear from developers all the time about this,' says Ed McMahon. 'They've figured out that unlike a golf course, which costs millions to build and millions to maintain, they can provide green space that actually earns a profit.'
Agritopia, outside Phoenix, has sixteen acres of certified organic farmland, with row crops (artichokes to zucchini), fruit trees (citrus, nectarine, peach, apple, olive and date) and livestock (chickens and sheep). Fences gripped by grapevines and blackberry bushes separate the farm from the community's 452 single-family homes, each with a wide front porch and sidewalks close enough to encourage conversation. The hub of neighborhood life is a small square overlooking the farm, with a coffeehouse, farm-to-table restaurant and honor-system farm stand. The square is also where residents line up on Wednesday evenings to claim their bulging boxes of just-harvested produce, eggs and honey, which come with a $100-a-month membership in the community-supported agriculture, or CSA, program.
'Wednesday is the highlight of my week,' says Ben Wyffels. 'To be able to walk down the street with my kids and get fresh, healthy food is amazing.' Because the Agritopia farm is self-sustaining, no fees are charged to support it, other than the cost of buying produce at the farm stand or joining the CSA. Agritopia was among the first agrihoods — like Serenbe in Chattahoochee Hills, Ga.; Prairie Crossing in Grayslake, Ill.; South Village in South Burlington, Vt.; and Hidden Springs in Boise, Idaho. 'The interest is so great, we're kind of terrified trying to catch up with all the calls,' says Quint Redmond adding that in addition to developers, he hears from homeowners' associations and golf course operators who want to transform their costly-to-maintain green spaces into revenue-generating farms. Driving the demand, Redmond says, are the local-food movement and the aspirations of many Americans to be gentlemen (or gentlewomen) farmers. 'Everybody wants to be Thomas Jefferson these days.'" The city of Detroit is planning a 26.9-acre urban farm project on one of its vacant high school properties. Produce from the project will be included in meals for students in the district and later to the larger community. -
U.S. Students/Grads Carrying Over $1 Trillion In Debt
An anonymous reader writes "Time reports that American students and grads were carrying $1.08 trillion in student loan debt at the end of 2013. This compares to just $253 billion a decade earlier. Aggregate debt grew 10% in the past year alone. 'By comparison, overall debt grew just 43% in the last decade and 1.6% over the past year.' About 70% of students graduate with some amount of debt, and the average amount owed is $29,400. 'Delinquencies on student loans have risen dramatically over the past decade: 11.5 percent of graduates were at least 90 days late on paying back their loans at the end of 2013, compared with 6.2 percent delinquencies on student loans in 2003. Moreover, the Fed's figures on delinquencies hide more stark data: nearly half of all students with debt aren't currently in repayment thanks to deferments and forbearances and the fact that students are not expected to pay while they're in school.' An attached graph shows an alarming spike in delinquent loans that looks a bit like mortgage delinquencies did at the beginning of the sub-prime crisis."

The Rescue Plan That Could Have Saved Space Shuttle Columbia

Afterward, NASA commissioned an exhaustive investigation to figure out what happened, and how it could be prevented in the future. However, they also figured out exactly what would have been required for a repair and rescue mission using Atlantis. Lee Hutchinson at Ars Technica went through the report and wrote a lengthy article explaining what such a mission would look like. In short: risky and terribly complex — but possible. 'In order to push Atlantis through processing in time, a number of standard checks would have to be abandoned. The expedited OPF processing would get Atlantis into the Vehicle Assembly Building in just six days, and the 24/7 prep work would then shave an additional day off the amount of time it takes to get Atlantis mated to its external tank and boosters. After only four days in the Vehicle Assembly Building, one of the two Crawler-Transporters would haul Atlantis out to Launch Complex 39, where it would stage on either Pad A or Pad B on Flight Day 15—January 30. ... Once on the pad, the final push to launch would begin. There would be no practice countdown for the astronauts chosen to fly the mission, nor would there be extra fuel leak tests. Prior to this launch, the shortest time a shuttle had spent on the launch pad was 14 days; the pad crews closing out Atlantis would have only 11 days to get it ready to fly.'"

How Mobile Apps Are Reinventing the Worst of the Software Industry

What they don't tell you is that 99% of them are awful junk that nobody would ever want.' Atwood says most companies trying to figure out how to get users to install their app should instead be figuring out just why they need a mobile app in the first place. Fragmentation is another issue, as mobile devices continue to speciate and proliferate. 'Unless you're careful to build equivalent apps in all those places, it's like having multiple parallel Internets. "No, sorry, it's not available on that Internet, only the iOS phone Internet." Or even worse, only on the United States iOS phone Internet.' Monetization has turned into a race to the bottom, and it's led to worries about just what an app will do with the permissions it's asking for. Atwood concludes, 'The tablet and phone app ecosystem is slowly, painstakingly reinventing everything I hated about the computer software industry before the web blew it all up.'"

The robot itself is pretty boring, but the reasoning behind its purchase—a religious twist on the standard robo-phobia—is fascinating. From the article: '“When the time comes for including or incorporating humanoid robots into society, the prospect of a knee-jerk kind of reaction from the religious community is fairly likely, unless there’s some dialogue that starts happening, and we start examining the issue more closely,” says Kevin Staley, an associate professor of theology at SES. Staley pushed for the purchase of the bot, and plans to use it for courses at the college, as well as in presentations around the country. The specific reaction Staley is worried about is a more extreme version of the standard, secular creep factor associated with many robots. “From a religious perspective, it could be more along the lines of seeing human beings as made in God’s image,” says Staley. “And now that we’re relating to a humanoid robot, possibly perceiving it as evil, because of its attempt to mimic something that ought not to be mimicked.”'"

Indian Hustle: How Fraudsters Prey On Would-be US Tech Workers
New submitter angel115 points out this article on the widespread fraud committed in India against many thousands of those seeking visas to work in the U.S. Many Indian techies rely on the services of visa brokers (or people who claim to be), and end up burned by the transaction. From the article: "Some are lucky enough to get a visa — only to find that the promised job in the US doesn’t materialize. Then the visa holders are forced to return to India after spending thousands of dollars just surviving. ... No official figures are available for the number of frauds in India, but an unclassified document released by Wikileaks showed that in 2009, US consular officials cited H-1B scams as one of the two most common fraud categories in India." Another interesting detail: As part of a U.S. government investigation, "Officers investigated 150 companies in the city and discovered that 77 percent 'turned out to be fraudulent or highly suspect.' ... Officials uncovered a scheme where Hyderabadis were claiming to work for made-up companies in Pune so the Mumbai consulate would be less suspicious about their applications. 'The Hyderabadis claimed that they had opened shell companies in Bangalore because "everyone knows Hyderabad has fraud and Bangalore is reputable,” according to the internal communiqué [later published by Wikileaks]."
