It's not like you can't already buy software for that. Most of the suppliers for these have a long list of non disclosed governmental agencies of various countries as their customers. I'm fairly certain most will also have sold their product to regimes that were considered "okay" at the time but fell from grace later on.

I worked, briefly, for a now defunct HPC company who were partners with Bull, and had contracts with various three letter agencies around the world. I'd always refused to work for "defence" companies before, and naive little me didn't quite twig at the time that the majority of super computers weren't exactly being used to cure cancer. It made me feel very dirty once I realised what a lot of the customers were using their systems for.
See yeah, the news that Bull were contracted to spy for the Libyans doesn't surprise me, and I'm very glad that I don't work in that industry any more.
