Twitter CEO: "We Suck" At Dealing With Trolls, Vows To Kick Them Out

"We lose core user after core user by not addressing simple trolling issues that they face every day." Gamergate is only the latest and loudest example of harassment. Robin Williams' daughter, Zelda Williams, left the service last August because of the disturbing images and attacks she received after her father's suicide. Advocates have offered numerous suggestions for fixing the problem, including improving responsiveness to reports and better blocking tools.

"Shutting down trolls" is all-too-often Silicon Valley speak for "silencing anyone who expresses conservative or controversial ideas." Gamergate is a great example. Anyone not screaming "Mysogyny!" and parroting the latest feminist line is censored on Reedit and many other forums.

2ch, the original Japanese site on which 4chan and now 8chan are based, was set up to provide just such an unlimited free speech space. A key part is the anonymity, which means that no matter how heated it gets it's mostly impossible for people to make personal threats or start trolling people on other sites.

So basically what you want is 4/8chan and all the bullshit that goes with them. FWIW somehow 2ch seems to be a bit more civilized, but still gets masses of trolling. I think the key is that there are more boards on diverse topics, or maybe it's cultural.

Twitter is not the site you are looking for.
