US National Weather Service Suffered 'Catastrophic' Outage; Website Stopped Sending Forecasts, Warnings (miamiherald.com)

jo7hs2 quotes a report from Miami Herald: On a day when a blizzard is pasting Maine and Northern California faces a dire flooding threat, several of the National Weather Service's primary systems for sending out alerts to the public have failed. As of approximately 1:15 p.m. Eastern Time, products from the National Weather Service ceased disseminating over the internet, including forecasts, warnings and current conditions. The Weather Service's public-facing website, Weather.gov, has not posted updated information since the outage began. Ryan Hickman, chief technology officer for Allison House, a weather data provider, called the situation "catastrophic." Hickman said two core routers for transmitting information from the Weather Service offices out to satellites, which beam the information back to public service providers, had stopped working. Hickman added that another backup system known as the Emergency Managers Weather Information Network (EMWIN) was also not operating.

    The engineers are totally confused at what happened, and are saying they can't explain it because "it was not supposed to do that". That is engineering lingo for "there is something seriously unexplained here". Yeah, like 2,000 pounds of high explosives.

    They probably will not be able to make the mental leap to that conclusion however, because, you know, the brain wash.

    A giant dam in Northern California (the largest dam in the United States) suffered a major failure in its spillway when it was operating at 28 percent output capacity. Forget what others are saying about how "huge" the outflow was because the outflow from this particular dam is always huge. Some say it was at 60,000 cfs when it failed, others say it was at 70,000 CFS when it failed, but when it can handle 250,000 cfs that's just a trickle no matter how huge it looks on camera.

    I strongly suspect it was destroyed by a bomb by communists and subversives in California's government. I find it extremely odd that this enormous water resource has been crippled right when it could save California agriculture after an extended and proven fabricated drought, which absent the draining of the dams on purpose would have meant nothing. It is proven that the dams were drained in the name of giving tons of water to a fictitious fish called the "delta smelt", which was an invasive species dropped in the Sacramento River delta by settlers 100 years ago. It does not belong there anyway, so saying it is endangered is pure fiction, and nothing but an excuse to destroy California. A textbook communist tactic.

    Due to the well proven fact that California has been over-run by subversives who fully intend to destroy America, I believe it is perfectly rational to state a high but unprovable probability that the destruction of the spillway at the Oroville dam was done with explosives. "Made In America" does not fail at 28 percent capacity, "made in America" fails at 300 percent capacity, when this dam was built America usually overbuilt everything by that much. It is irrational to the fringe of lunacy to think that there would be any reason at all, other than intentional sabotage and destruction for this to have happened.

    Now the dam is filling at a record rate, and over the last two days has used 230,000 acre feet of it's 500,000 acre feet remaining reserve. My estimate, probably bang on. And the snow runoff season has not even started, with record snowpack. The dam cannot release enough water through the power station to get rid of the water that is coming in, the spillway is needed for this. They can either use the spillway and destroy it entirely, or allow the water to flow over the top of the natural part of the dam (which has trees, roads, it is just basically a mountain) and hope to God the natural materials can handle having that much water running over them. At this time, "that much" is equal to the flow over Niagra Falls. When the spring runoff hits, it will probably be more than that.

    My big worry is that even if the natural mountain can handle that, that there are probably additional explosives embedded, that will be set off once enough water is flowing to obscure the blasts. Granted, this dam is in a remote region but it is designed to hold 4.3 cubic kilometers "business as usual" and will be holding (by my estimate) 4.8 cubic kilometers of water when it over tops. That is a recipe for a serious disaster.

    To sum it up: There is a very tense situation developing in Northern California that could result in absolute catastrophe. There is nothing the engineers can do, because the hole is 30 feet deep, 100 feet across and 200 feet tall. This will be impossible to fill in only two days, which is approxima

    Please Google the 'Dunning-Krugar Effect' and note that there's at least 12 years of documented history and video evidence of the weak spot in the spillway.

    There's real engineering here and there's people working today that weren't there 12 years ago that may well have not known about the issues documented prior.

    Funny you say that. While infowars wasn't reporting on it(until yesterdayish), sites like breitbart and very small media outlets were reporting about the dam being highly stressed and having a high chance of failure. This 3 days(you can find local CBS and Fox news stations having multiple articles on it) before the big media outlets were, and it was one of the top stories on /r/conspiracy on the 10th and 11 and how the MSM wasn't reporting on it at all. That the dam was over capacity and the chances of it failing were increasing by the hour. Lot of people were also left wondering why the media and officials dealing with the dam were saying "don't worry, everything is fine" at 12pm yesterday then suddenly issuing emergency statements at 5pm on the same day and evacuation orders and people "really needed to leave now." That was when the dam was overflowing on the emergency spillway already, and the primary spillway already had a gaping hole in it and the lake level was going up by 2ft/hr.

    That of course meant the highways were suddenly packed with people trying to get out of the evacuation zones. Instead of say starting voluntary evacuations on the 10th, and then staggered evacuations on the 11th. It's not out of the danger zone by any stretch right now. There's no way they're going to lower the water level by 50ft by today/tomorrow and depending on how the incoming storm tracks they could see another 2-4' water rise. The entire thing reeks of either political individuals leaning on the team overseeing the dam because they didn't want to create a panic. Or a level of incompetence so staggering that it wasn't until a bunch of engineers marched up and said: "If you don't order evacuations, we'll go to the press right now."

    Actually no taxes are due, once you start digging into his companies, you quickly realize they're not what they seem.

    Typically, he'll borrow a large sum, e.g. $150 million to do a project. To justify this sum, he claims he's spending double or triple that. e.g. $300 million. In actuallity, he spends half that, say $75 million. The other $75 million is skimmed off the top in fees to Trump corp, which funds his lifestyle and funds the interest on a lot of previous loss making projects.

    In other words he's simply skimming capital as expenses, and it's very ponzi in nature, he needs to keep making new projects to fund the interest on the old projects.

    He's not some sort of tax genius (or even seems to understand what the GDP number is, or the difference between earnings and revenue), and it doesn't seem to be the kind tax dodging that Jared Kushner's dad was convicted for. Rather it's much simple, deceive investors, skim their capital off as costs into Trump corp, then live off that, recycling some of it as Trumps portion of investments.

    I have generally stopped going into the comments here on slashdot a while ago. Every once in a while a story comes up where I assume it will be a train wreck, and I check out the comments out of a morbid curiosity to see how low we can go. This was one of those threads, and I knew from the topic that the comments here would be more "interesting" than the linked articles.

    Every time I think /. has hit bottom, they find a new low. Thank you /. for reminding me that we can always plumb new depths. Now excuse me while I go off to reddit which sadly and bizarrely usually has a better discussion of programming developments in $language.

    The following photos are absolute proof they drained the dams on purpose, causing severe flooding and NEVER gave california growers a SINGLE DROP for the sole purpose of killing all the orange orchards, grape vineyards and almond groves. It is important to note that with any war effort waged by the usurpers of a conquored government, that fake documentation will be produced by the government to support the lie. That is when you have to use photos to prove that the documents, which show a drought and reduced out flows, are fake.

    HERE IS THE PROOF. 2011 was called a drought year that was so bad they could not give the farmers any water (heads up, this is good).

    But how can that be true when the Sacramento river looked like THIS:

    WELL, People noticed that, so they hatched the lie that the flooding happened because the rain was selective, and all fell in the valley and not in the mountains, which is why the dams were "empty" and they could not give the growers any water. And the media stuck with the lie, and the people trusted the media. BIG MISTAKE.

    My guess for all of this? It is possible they are bankrupting all the growers by killing all the legacy trees via denial of water, trees which are not GMO, so that one billionaire can move into the valley, buy it all, plant it entirely with GMO and ram GMO down America's throat. It could also be that they are planning a mass starvation of the American people, and the San Joaquin, which produces practically everything from almonds to grapes to strawberries to oranges, enough for much of the world, has to be killed before they can actually succeed in starving America. With much of what the San Joaquin produces, you can't get it back in a year, it will take decades so it won't do any good to just start managing the water properly once everyting is dead, it will take years to come back. By then the starve off will have been accomplished.

    They responded to this article QUICKLY. There is no underground water left as some state, all of it was pumped out in 2009 and 2010 to save the orchards when they cut the water off, and now the ocean has back flowed all the way to the valley and they can only pump salt. The water is GONE. And WHY was the San Joaquin at flood stage for three consecutive years during a "drought" if they were not letting the dams go to kill the San Joaquin valley ON PURPOSE as I clearly show below?

    DO NOT fall for the lies which have been and will no doubt continue to be hatched to bury this act of war, a little common sense will go a LONG WAY here. The original reason for the water shortage was to save the "delta smelt", and they evolved it into a lie about a drought which never happened. The truth is that in the bay there were salinity problems with certain species due to too much fresh water entering the bay.       Didn't read, too long. I live in Redding, CA and I can tell you the drought was real. Several winters with little to no rain right here where Shasta Lake is mostly filled by rain water (not snow run-off as in other areas).

    Lot of people were also left wondering why the media and officials dealing with the dam were saying "don't worry, everything is fine" at 12pm yesterday then suddenly issuing emergency statements at 5pm on the same day and evacuation orders and people "really needed to leave now."

    While not knowing the specifics I can provide some insight into how it typically works in engineering when there is a problem.

    1. Someone raises the problem.
    2. A meeting is stood up with a whole lot of heads in the room. Some will be new and recommend immediate evac. Some will have been there for 30 years and it wasn't as f'n bad as that event back in 80 and it survived just fine back then.
    3. Engineers will do some actual engineering and will come up with an answer based on a large degree of uncertainty due to the age and unknown extent of any damage.
    4. Everyone will eventually decide to chill, put round the clock monitoring on the situation and re-assure everyone it's undercontrol.
    5. OMG A FUCKING CRACK! IT'S GONNA BREAK. SHUT IT DOWN. SHUT IT DOWN.
    6. And evacuation right after we decided everything is fine.

    I have seen this in roadways, dams, buildings, oil refineries, chemical plants, the story is always the same. With uncertainty comes ... well ... uncertainty. With panic there is certainty about something so we don't really want to insight panic. In the end a judgement call was the wrong one and everyone gets to evacuate, and with any luck the judgement then holds up in court as the right one given the available information at the time.

    That's not to say this announcement couldn't have been entirely politically motivated, just that not all are and we engineers don't always have the 100% correct and certain answer.

    This just goes to show how easy it is to start up a conspiracy theory. You're right there's likely some incompetence, though by all accounts things were fine when they held the press conference Sunday. Later that day when they found the hole developing under the emergency spillway lip, they said oh shit and called the evacuation. You're wrong about the lake level though - the target is to lower it by 50 feet over two weeks, not before the next storm. They can lower it about 1 to 2 feet per hour with light inflow. During the next storm they'll basically shoot for parity.

    Once I was flying to southern California. Before my plane could take off, it had to sit at the originating airport for about an hour. There was a power failure in southern California, and because of the power outage, the airports there couldn't accept incoming planes. I don't know the details, but apparently not only some primary power equipment failed, but also both backup systems failed.

    Regarding the weather website:

    Hickman said two core routers for transmitting information from the Weather Service offices out to satellites, which beam the information back to public service providers, had stopped working. "There is a primary and a backup and both have failed," Hickman said.

    Hickman added that another backup system known as the Emergency Managers Weather Information Network (EMWIN) was also not operating.

    The article also states that they were doing "dissemination upgrades", and that in about a year, the system would be reliable, with "full backup capacity".

    I hope during and after the upgrade, their attitude is not, "if we check off some boxes of to-do lists, then we've done our job". I hope their attitude is, "My job is to keep the systems up. If the systems go down, then I have failed." People's lives can depend on weather forecasts.
