This looks like it is extending moores law, the amount of qbits is doubling every 18 months or so from 1 to 3 now to 5 then to 10 "in about 2 years or so" Its interesting that technology can keep up with this observation, and whats more amazing was that it was made in the 60's and has held pretty much true for all these iterations.

Im not saying that individual programs, like the stealth bomber, or head start would be chosen on, hell if you had a line item choice on the budget it would be a nightmare, the budget is about as big as a phone book, and just as entertaining to read. Im saying we give people general options Defense, interior, social programs, tax cut, debt reduction. something simple like that but with a few more options obviously. surely you think that the average person can decide whether the military deserves more money or social programs do. They can read english in China, Hong Kong for example. Granted your average chinese farmer isnt going to be able to read english, but he probably wouldnt be able to read chinese either, let alone have an internet connection.
This begs the question: what took them so long? I know government is slow, but this is rediculous. I think the key to the answer is that the patent is granted to the united states "represented by the national security agency". I wonder what the NSA has in the pipes for patents nowadays, if the even do that still. Another question, why go to all the trouble of patenting something like this anyways, its not like theres a huge market for enigma or anything.
Why would anyone be more encouraged to work on something, to pour their heart and soul into something, to create something, if they have to give it all away in 14 years than they would if they could be certain that they could profit from it for the rest of their life and use its profits to take care of their family after they die?
Why would anyone be encouraged to create additional works if they have a gaurenteed cash flow for the rest of their lives? The possibility of losing ones income after 14 years is a powerful incentive to continue to create, and ultimately will work for the betterment of society. What if Shakespeare had had a copyright on romeo and juliet for the rest of his life? would he have had to come up with other works? I dont think so, at the very least, he would have had a strong disincentive to continue working. He needed to be continually coming up with more works to keep food on the table and pay the rent. Also tell me the last innovation Disney (the person) has come up with since he died? I dont see any. In fact when was the last new and innovative cartoon involving mickey mouse released? Seems to be pretty stagnant there, or as Microsoft would say, "innovative".
