Glad to see someone mentioning Joe Campbell-- I was thinking about him recently as I just finished William Shakespeare's Star Wars. In the author's afterword the Campbell is acknowledged as the link (Campbell studied Shakespeare, Lucas Studied Campbell) between these archetypal formulas.
People aren't looking for "high art", only "Myths to Live By" (another Campbell title).
We need to determine whether the present luck-and-influence-based system leads to a greater total commercial success for the system than would a voting-based-on-perceived-merit system. Remember the current system exists to make money, not good art or social justice. If an experiment can show that the voting system leads to more total money made, then the opportunity might just be seized upon.
In the past modes of publishing that relied on manufactured product distribution (printed books, LPs & CDs, etc.), upfront costs made it advantageous to the system to have few titles and authors, published in great quantities.
There was a hope that the so-called "long-tail" with many published titles and authors in not-necessarily-huge quantities publishing with low upfront cost (e-books, mp3s, etc.) would become successful. It seems the luck-and-influence status quo has largely prevented creators in the long tail from succeeding.
If we could experimentally demonstrate that when augmented by this voting system, the long tail can make more money for the system as a whole, then maybe Amazon and other big players will implement it as a way to increase their total sales.
And in states where it's not guaranteed, you just buy a Democrat too. Congressmen are not bright enough to check whether you also funded their opponent as a hedge.
All these exceptions limit the scope of the sharing to communications between different specific individual entities within the healthcare system.

Two: If the phone is deactivated accidentally (or intentionally as a prank or malice against the owner), how much would you trust your mobile carrier to be reasonable in their process to reactivate the phone?

My point is that governments can use this evidence to prove that you were in the "same location" as someone else also using the same faked data.
(return plausible but fake location data, plausible but fake adresses, etc.).
Then there will be a record (admissible as evidence) connecting you with other users whose devices used the same plausible but fake information.

I remember one at my high school (1982-1986). I didn't get to do any assembly programming on it. IIRC we had the timeshare OS, RSTS.
