Linux, Microsoft, MacOSX would have done it by now. Otherwise, not big enough feature to hit their radar. Besides, faster disk (or disk like) access, and memory will get so fast the it may not be an issue one day.
The process is ONLY as good as the people who use them. You can take a solid methodology in an average, low motivated group and be completely unsuccessful. In contrast, you can take highly motivated, average group with a next to useless methodology and make it a complete success! So what's the real difference?
I have a BSCS from a state university and it did *NOT* give me real world computing knowledge I needed for real world development environments. I learned it in large part on my own!! Most school bus employers are simply looking for cheap labor that can mold minds into a corporate culture of their development ideologies. Now that I have over 16 years of experience in various programming environments, I can say this. In general, Universities (overly rated) are institutions that give you the fundamentals, no more no less. Expect anymore than you fool yourself or you walked into the wrong learning institution. It is as simple as that.
A CS degree is nothing more than a glorified math degree with the exception of a few classes. Has the curricula changed in Universities? They may or may not be good engineers. Definitely no guarantees! Focus on people irrespective of "degree" and more inclination of talent and skills. I hold a MS in CS, and I suck at programming (boring) and better at managing computing resources. Am I the exception of the rule? Maybe... Then again... Maybe not!

It really doesn't matter how much democrap socialists over come the House, they still need to contend with the Senate and the President. After all, democraps really didn't win by any landslide! The country is still divided. Maybe the Republicans won't take things for granted anymore and clean their side of the house, and senate. Oh, expect high taxes America!
