I think that the bigest difference is the set purpose behind those questions.
Each year in China there are more than 8 or 9 million attendees of the National College Entrance Examination. Only an half of them can get the next schooling in their life, and a very tiny fiction can reach the best school(a total of 20 thousand freshmen in Peking U. and TsingHua U. each year). Competition here is like bloodbathing.
Therefore this National Test is born for differentiating students. Its questions are NOT to test whether you know to crack or whether you have talent to do on your own but to ask you to provide every detail of the solution, on the purpose of demonstrating how fast a human can answer(are you faster?), how precise you a human being can follow the standard method(are you disciplined? the answer to the chinese question requires using of a standardized mathematical language of symbols), how efficient you remember(from the textbooks), and how better you are over the millions of your fellow mates(are you outstanding?).
That english question seems to me very clear , nothing about to test whether a student got the idea of solution.
I'm a Chinese in China with a computer experience of 14 years(since 386 with dos 3.3), let me say some reasons i knew about.
Vista is too expensive. 300 dollar(ultimate edition) means 2200 RMB. Many people buy a whole PC priced less than 3000 RMB here in China. Individuals won't pay anything 'software' of which price is higher than 100 rmb(14USD).
Yes, if microsoft can make a geniune copy less than 100RMB, i believe everyone in China will consider it. It would be going to be a shame not to own a genuine one. But for a product now priced more than half of my computer and can be bought, copied and downloaded everywhere, I definitly going to save some money.
Owning computer is no longer a luxury in China since most computer parts are manufactured here(including almost every major brand). Everyone is going to have computer at various price. Also rich people won't think of owning a genuine copy a prestige. Long ago their taste switched to cars and houses. Those worst poors dont want computer at all but food and a place to live.
If ask me why there were only 244 retail sold, I'd say microsoft knew this and they dont care.
More over, i doubt some microsoft dudes leaked some vista copys on purpose. How can you explain that up-to-date, fully-automatic and one-click vista activator published by some vista fan forum? it must be with assitance of a microsoft insider.

Also the news covering this 244 sales is misleading people. That number was the sales of one online software store(8848 Sofeware Store in Beijing) in two weeks. So , there was just one store. i believe the total sales in China was far higher than 244.
live inhe real world, kid. you simply believe ruby is better. grow up, those are just tools. when we(the real website makers) pick tools , we choose the well-supported ones. does ruby has established any better support in popular industry-standard servers like apache, or IIS? or Ruby has shown any superior advantage in performance,stability, or something we stressed here, security? or are there thousands of out-of-box web applications written in Ruby which i can customize into a website within a day?
nevertheless, after all, in technical level, PHP has something convenient enough to Rails(Rails is just a renovated method, not a technology leap). you can learn one of those frameworks if you too weak to code from scatch..

nobody really refuse anything, they choose their tool for the real world usage.. i dont use python in my work, because reason one, it's hard to tune it for websites, reason two: my college dont know how to code it to meet the need. Reason 3, is it stable for company~? reason 4, we dont have much time. anyway i like python, but not for webpages. your teacher back in school must have told you use the right tool for the right job.
ps: and for the fact i dont use ruby , it's a fact. i think no people in china will be pround to say he knows rudy programming as you do. PHP in fact is just glue for those all-mighty components(which have been used everywhere in GNU systems.eg. curl,iconv,ming,libxxx. maybe you guys should blame GNU for bad design or security faulty.). so are Perl, Ruby or Python. they all shared the same goods and bads of a dynamic-typed/scripting language.. Using PHP wisely could greatly power your application, reducing your development time. and not like JSP/Servlet of java or WebForm of dotNet, php dont have an unified/universal development mode. I'm in China. This is how I tapped the cersorship, by having a TOR(http://tor.eff.org/) installed. With this software, I can access all banned sites i know. So here i hope more people can establish more proxy servers for the software and join to the development of the software. That will make us and everyone else in the world who has been restricted better accessible to the internet.

From up to down, layer by layer, the software can be everywhere, as a combination of firewall, anti-virus, anti-hacking, anti-porn, word-filtering, user access control and so forth. Many network administrators are quite ok with the software since it provides convinence and secrity to work on.
The blockage of some websites could be a side effect using that software suit, some websites being blocked occasionaly might because some word trigger(such like some word might be used against The Party) was accidentially fired. Or else, some websites opening occasionally could because some trigger words are removed from the ban list of the software or from the page of the website , in which wikipedia can be the case.
So maybe the control to release a website from ban list isn't in hands of the gov, since that secrity software suit has already been installed in every level of the network and works independently. It's more like a polical-oriented but technical problem now.
