If you had a real eye on low budget movies of worth rather than fluffing you Hip Cyber Feathers you would have doen this article years ago about "El Mariachi" by Mr Rodruiguez or the 1980s film "Liquid Sky" or "Down by Law" etc etc etc. You also would have seen what happens when a indi film maker gets Hollyweird backing ("Desperado" "Dusk Till Dawn"). But instead of a real article on Low Budget films you simply pander to the NOWNOWNOW hip set and turn a blind and dumb eye to the real meat of the story. Ouchie Mr katz, even as a movie reviewer you are lacking. Whats next? "Cyber Kitty Boxes, Freind or Foe"?
All this order does is establish a group to study whether or not there could be effective laws to help prevent some of the illegality that already exists on the internet, and whether or not these laws exist.

The only thing holding back the type of gizzmos we should be seeing in stores (cd players that can handle mp3s native, rio devies with networking built in to share files on the go amongst players, more artists doing like TMBG and PE with thier songs) is the RIAA and the Army of Litigators.

So what can we do? Simple. Cease buying products from any company using or planning to used the scumtype codes. Tell your fave artists to start putting out thier music, for sale, in mp3 format.

Ive been up and down the musical dial, from Reich to Laidbac to the replacements to the whole.mod sceen to plastikman to webenr to mudhoney to cold cuts to crass to TSOL to Nurse With Wound to Eneme to Fear to Sonicyouth etc etc ad neauseum.
From the most obscure to the most over hyped commecrials bands I have tried to listen to the music and its message rather than things like "are they cool enough" "if they are too popular I will have to hate them " "do they dress/speak/talk the way I demand they should"
And still during all this traveling the WHo still have this theamtic opus qaulity few groups have hit on.
Of the few bodys of works that tower over the who it is Zappa that is the most impressive of all.

Other bands gave us great SOngs, the who gave use whole stoties. Quadrophenia and Tommy (the original not the movie or the play) are WORKS, they are complete stories wiht thematic concepts woven into a tapestry larger than thier parts.
Even stuff like Ivan The Dirty Engine Driver and Psychoderlict reach for that level.
Zep, Sabath, Hendrix, etc etc all are great musicians and song writters, but none of them ever got to the level of the WHo for making something greater.
Songs versus Cycles
Not that it diminishes the songs any, it is just that they are eclipsed by something greater.
As to the Kinks, they are perhaps the one band that ever came closest to hitting the Whos status. Close, but they never seem to take as solid a shape.
There is always a portion of those that are not of a group, just as there are some who are. This duality of cause upsets the Fanaticaly Caregivers, the ones who will fight hard to save baby seals from radioactive waste in chernobyl.

Now, rather than actualy create avenues of recourse or solid methods to help those without, more often than not these folk seek to undo gains or take back from those with too much; they seek a destruction so that a balance can be had.
This is the true test of a causes worth. Does it create or destroy, does it seek to better a thing or lessen it?
If you want to bring education and net access to those without, get them to a library, set up a leanring center where there are none. Do, rather than do not.
Your post also speaks to the age old problem of those who simply Do Not Want to learn, or read, or better themselves. The library system in this country is underused by the very people who should be using it. Why? Is it because they cannot get to them? No, there are branches all over the place. Is it because they are not let in? No, the branches are open to all.
Once again it is a problem that gets back down to the responsibility of the parent to raise each child to the best of thier abilities. If there is any crime that should be punished hardest it is the crime of bad parenting.
