There may not be a need for them during class time but that certainly does not justify disrupting someone Else's communications network. If you don't want your child to go on the internet or watch TV you don't DDOS your neighbors WiFi and jam the TV stations frequency.
Better yet tie them to the top of a cellphone tower for a week, if they survive then we know they were stupid and can then apply the death penalty. Sometimes Natural Selection needs a helping hand.

In Australia you only go to court if you want to contest the fine, even a parking fine can goto court. Failling to turn up to court is not an issue here since only the person being fined can take the matter to court.
