Optical is slow, requires physical burning, its all around shit compared to where we are with solid state. A single optical burner is the size of two intel NUCs. I would argue that all documents should be prepared for public consumption upon creation, unless deemed to be kept secret. The cost should be baked into the budgets, not forcing a requester to pay for something that should readily available for free as part of the legal processing of government documents.

I will say that the build quality of the Surface line is very good. MS has learned to make decent hardware. Its pricey, but you get what you pay for.
