Bullshit. I live in Seattle, where the average during the summer is around 70F, but when it gets to 70+ I'll be sweating even if I'm naked in my house sitting still. I typically wear a t-shirt and shorts for most of the year, unless it dips below 40F. I like to cool my room down to 60F during the summer, and during the winter I never turn the heat on.
I moved here from Florida, and after living here for 3-4 years I became very accustomed to the colder weather.
