Politicians here are too scared to be called xenophobes and racists and thus they don't do much to prevent immigration.
We're getting a huge influx of uneducated people from cultures very different from ours. This is obviously gonna have a very negative effect on Europe but, as I said, political correctness trumps common sense here.
Some countries are taking whatever posessions they have from the refugees and they're being criticised by some people, even when such a measure will only take a few hundred euros at most while we're investing thousands on them.

I'm not an expert on these things but I think what happens is that you have a "basic" effect if you don't have the appropiate hardware and a "pretty" one if you have. That's the case for example with Batman Arkham City: If you have an Nvidia card on a PC you get pretty but non-essential-to-gameplay graphical effects and you get simpler effects otherwise (consoles or AMD cards on PC).
tl dr: The games usually work on several platforms but have extra effects on PCs with Nvidia cards.

That's why they're so desperate to get everyone on Win 10 because they think it'll help them gain marketshare on mobile, not because they're any smaller than they've been on the desktop.

Compared to what Win 8 did, Windows 95 to 7 are practically identical.
But yes, it doesn't seem to make people migrate away from Windows which goes to say what a firm grip they have in the desktop market (duh). In my case they have me by the balls cause I'm a gamer. I'm thinking to switching to Win 10 as a game console and Linux for everything else when using 7 is no longer feasible
If Windows 10 UI changes irk me to no end I can't imagine how they must upset the kind of users you're speaking about.
Sadly, not even user complaints can get Ms to make a new Windows with a "familiar" UI.
I've been using mostly cross platform open source software lately and that may prove invaluable when I can no longer realistically keep using Win 7 and switch to Linux.

Many companies have seen that customers are upgrading less and less often and have switched to a subscription model to keep the money flowing. An obvious case is Adobe. Ms themselves are also heavily pushing Office subscriptions over the regular purchase versions. With Windows 10 they've gone the Google model: Use your data to make money.

It's much worse: Not only, as you say, we get horrible, crippled websites on smartphones, they're also progressively becoming the only version of many websites. Also, the crippled, full-of-whitespace UIs of mobile apps are invading "proper" programs on desktop OS (see Windows 10 and many of its applications, including the, according to MS, browser of the future, MS Edge).
Summing up, we get the worst UIs in websites and applications both on mobile and desktop devices. It makes want to travel back in time 10 years:(

I tried the other day this new Edge browser everyone is talking about. I started my Windows 10 VM (which I don't do often) and there it was: An application with an interface designed for cellphones and that barely had any options. It's almost as bad as when Ms forced users to use an UI made for desktops on the PocketPC handhelds.
If this is the future that awaits desktop programs I want to live in the past
Yeah, I love Android but the update policy is atrocious. I'm not for Google gaining an Apple-like control of the OS - I think the enhancements by the OEMs are sometimes valuable - but security updates should definitely be managed in a better way
Yes, we the geeks create the code that implements those stupid policies but that's how being employed by a company works: Yo do what they tell you (within the law) and you get paid. I mean, these horrible practices probably come from marketers and "money" people.
Alas, you're correct too with respect to common people: They don't care much they're forced to use online accounts and services for the most stupidest of things and without a majority of people rejecting those services they won't go away.

I'm in this situation also: I like Windows 7 but can't stand 10. I'll continue to use 7 as long as I can, then I'll probably go Linux and maybe a secondary Win 10 partition just for gaming.
I'd pay good money to have a Windows 7 with the internals of 10 but I guess Microsoft thinks we're too few to be worth it.

Edge, the new, wonderful browser that Microsoft wants you to use has a mobile UI even on a desktop, and has very few options
Microsoft have stated that all the configuration will be moved to the new "Settings" app and the Control Panel will be removed

To me a computer is a tool and I find arbitrary change in UI irritating.
The concepts of menus, toolbars and so on that have been mostly the same for 30 years on GUIs and now are being discarded as obsolete by modern designers.
It's logical that the interfaces for touchscreens are different but the problem is that now those interfaces are being applied to desktop programs as well. And they're less efficient and certainly not optimal for desktop apps.
I don't want to spoil the party for anyone. You can have your "mobile" UIs on desktop PCs if you want as long as I get the option to use the classic, dense and featureful UI, but the problem is that option is available less and less often

Yep, I'm planning on staying on Win 7 as long as possible and then move to Linux and use Win 10 exclusively as a games console.
