Some corrections. My qualifications are that I provision voice and data services including VOIP for a fortune 500 phone company. My main project is our VOIP product.
The sampling rate of VOIP is not the same across all implementations/vendors. Our VOIP has double the sampling rate of standard PSTN service. It sounds AMAZING. You never want to use a standard PSTN phone once you get on our implementation.
Alarms, faxes, and paging systems are easily accommodated with the use of an ATA(analog terminal adapter). While some customer equipment still does not work it is the vast minority.
911 VOIP routing works just fine if your phone company is providing you VOIP. It's only the Vonages that ever had an issue with 911 routing.
It sounds like you have issues with your internet provider. The people designing the implementation and then operating the implementation are independent of of the reliability of the equipment itself. Those people have the most responsibility in how good your VOIP service operates. PSTN equipment does develop problems just like VOIP, just like all electronics. VOIP equipment is just as good as anything else.
The lines are already partially subsidized by tax payer money. The telcos don't want you to know that though. The lines are all on government easements. It wouldn't be hard to get this done.
I'm a DJ and I can easily tell the difference between and 128kbps and 320kbps file. Your ears are sensitive enough, but most people don't train themselves to hear minute differences in sound like a DJ or musician must. You also have to factor in the quality of the gear you are using to play the source material. Most people own god awful headphones, speakers, amps, cables, etc. Your much less likely to tell the difference on a clock radio speaker vs. some average monitors because the reproduction is not upto the task.
I work for a phone company. One of our customer's called us last week. This customer was receiving calls from random people around the US that told him they got a call that showed his business name and phone number. There was an automated recording that said to hold on while it connected them to his business. When our customer got the call the CID information came across as Google Inc and had Google's phone number. This would be the Google Click to Call service. The problem is that the people who were connected to our business customer never actually initiated the click to call. This would be covered under question 5 of the Click to Call FAQ. Prank calling is possible with this system.
The other problem with this scenario is that our customer did call Google first and the person who answered said they cannot do anything about it. It would appear Google's phone in support staff haven't even been trained or read the FAQ which has an email address for prank call reporting.

This guy hasn't the slightest clue how the markets work or the systems already in place. If I read this right he is suggesting that we try to better predict market trends. Not only the trends but specifically those bad spots like the dot.bomb era. I got news for you. About the first thing they teach you in macroeconomics is that expectations drive the markets. So what he should be suggesting is that we predict human expectation. You more need a psychologist rather than a mathmatician. Not to mention we already do have a way to predict expectation. It is called the futures market. It has been proven that the futures market and other similar markets are one of the best indicators, if not the best indicator of market trending. Why? It is a market based on peoples expectations.
There is another problem with his request. If we look at the dot.bomb era, it failed because many of these companies had no business being in business. Great ideas don't always lead to prosperity as we saw. The question is do people tend to expect the worst especially when things are looking so bright? I would say not. The internet/tech boom of the 90s was a self perpetuating demon. The reason that market started to fail was because the anaylsts started coming back to their senses and seeing that these companies were not viable. The very same analysts that were hyping these companies for a few years and making tons of money might I add. So I ask how do you predict when people forgo their knowledge, wisdom, withdraw rational scrutiny, and turn down all the $$$ dollar signs? I would say the answer is not soley in a mathmatical model.
How exactly is this going to help anyone but the big brokerage clearing houses? These are the companies that buy massive amounts of securities and can change the price simply on their buying and selling. That futures market I was talking about earlier, how many average investors have access to it or even know that it exsists? The brokerage industry is rich mans club. It costs money and a lot of it to get better, faster, and more accurate information. The only thing this will do is increase the profits of those that have the money to utilize the tool. It not going to stop the cyclic nature of the markets.
I have met Lady Miss Kier and talked to her for about 20 mins. She looks nothing like the video game character or vice versa. LMK is like 4 foot nothing tall. If you look at the bottom screen shot, that character is about the same height as everyone. There is a kid to the left and that is about what LMK's height is compared to other people. Its a shame too. She was really cool.
This has definately already been done. Richie Hawtin and John Aquaviva amongst others has a dope digital turntable setup. All the tracks are stored on a laptop and manipulated with a turntable. http://www.finalscratch.com/fs2/start.asp

That's my morning rant.

Speaking of Doctor Who, one of the Doctors was in The Silver Chair. Anyone ? Anyone ? Yup Tom Baker played Puddlegum.
I thought the BBC series was really good. To bad they only did 4 of the 7 in video.
Of course the books are just a classic. I have read that series like 10 times.

Good job though on your project.
