The goal was to start massive fires. Over 1000 were launched. The kill rate was 0.067%, and that was because they found it in a tree and pulled it down. Telecommunications equipment, thankfully doesn't explode quite as easily. This wouldn't be nearly as bad as the occasional jet jettisoning fuel over a city.
