Yes, Truecrypt does block level encryption, so a big container wouldn't completely change when a small change is made. Only some blocks do, depending on the amount of data that is modified. Binary diff is a supported feature according to Dropbox. You would need to turn off the Preserve modification time of file containers option in Truecrypt (under settings and preferences), so that the time stamp changes when the container does. You will also need to unmount the container before sync. I was going to set this up after reading others success stories in getting Truecrypt and Dropbox to work, but ended up settling on a different solution.

"Once that decision has been made, it is reasonable to require you to pay for it in some manner."
"You can complain all you want but at the present time you cannot totally opt out of the system without leaving the country."

First you claim we adopted universal HC. Then you say the decision has yet to be made, then you say I can't presently opt out. I think you are going to be upset when your head stops spinning and you actually read the headline.

A bank financing a loan will want you to have full insurance coverage so the investment is protected. The law requires that motorists be insured. I am however, not required to purchase insurance when buying a car. If I want to spend cash on a car to use as a flower pot in my yard, I am not required to insure it. Your analogy doesn't work, and I see no major problems in being free to go without health insurance.

Are they comparing diesel MPG (or L/100km) to gasoline? You can't do this because diesel contains more energy per unit volume.

MPG is determined by the efficiency of the engine. Diesel and gasoline by themselves each have 0 MPG, because the crap doesn't move itself. I'm not sure what the heck you are even talking about.
