That is not how this would work. They would only steal the most marketable items from those least able to defend themselves. This is not about copyright it is about power and money. Ever notice when they steal cars they don't get many $100 clunkers? Yet how many drug dealers drive POS vehicles? OF course this is a obvious violation of due process but that insane bunch in the Supreme Court are more concerned with international norms and laws than the very constitution they vowed to defend. Sure you could hold your breath waiting for them to strike this down, if you want to be a smurf.
Most policies are written for a very focused set of activities by a group of people that have no idea how others do their jobs. In many cases they also have no clue on how to do IT either as that layer is busy working. So like absurd laws they generally get the respect they deserve and compliance follows.
For example I worked at a company that limited printing so bad that to print out work related documents one of our support people had to bring his laptop to our laser printer and jack in, his did not let him print from the partition he had the work on (it needed to be there because of the IT setup) Further he could have emailed it but they would bill his department by the KB. After that do you really think he cared about thier rules?
The world is 99% full of morons. Of the smart people many have intelligence in areas other than tech. No smart person would work for the TSA at the airport.
Given that how smart was she to walk into an area controlled and run by morons with high powered guns while wearing a device that will confuse (and thus enrage) the idiots? sure they over reacted but that is their NORMAL BEHAVIOUR. She failed to anticipate her environment to any degree that is her fault. Good luck young lady sorting things out but grow up and realize the world does not revolve around you and your tech toys.

My brother was screwed out of $2000 on an "approved" sale so while the above may be policy it is not always the case. I think VISA is the LAST group to take it on the chin thus their lack of concern for who they grant cards to.
