Complete rewrites often end up reinventing the wheel badly and missing edge cases which were accounted for in the original code. Rewrites make assumptions that often prove to be untrue.
They would still increase it but they would have to offer a different excuse and would probably be able to do so convincingly less often. Also, there would be less of a shortfall if that is really a genuine thing (Though likely the tax is too high as a percentage or straight amount anyway)

Depends where you are. There's a few places here where being able to see where you're actually supposed to be going is essential and at least one or two where even if you do, you can still end up on the wrong road. Tom Tom's lane guidance can be helpful there.

You're on the right track but your example is not interstate commerce. The money was paid and the goods provided in just one state.

The IRS serves at the whim of the people, it has no remit to target "anti-IRS" groups even were the tea party such. Its job is to collect taxes.
The trade-offs can be really good even for a large company. It has to be done right though and many companies don't even do their local IT properly.

Kroger has some acceptable cheeses. Decent is a bit more of a stretch. Whole foods is where it's at.
