I forget where, but I remember seeing an article that the click-throughs actually made up a small portion of the advertising effect. It was more important to integrate well with a website and get brand recognition through that.
That "double dipping" is common practice.
And anyways, _IF_ they dropped the cost of bandwidth to cover the media and instituted bandwidth fees, then it'd not actually be double dipping. You'd pay for the physical connection to your ISP, then pay for your portion of the shared bandwidth.
I mentioned this to a friend. His reply:

Can we get more scientific hypotheses which can get reduced down to statements from 300?
