That way setting a trap would be self-defeating. Send in an anonymously-contacted intermediary with a wire to do the physical collection for a cut.

I don't think a single download of less than a meg of repo data will overwrite a hard disk even once...and liveCDs never write to the hard disk by default anyways.
And then there's Debian. Ever tried installing that on a computer with slow storage? You have to fucking sit in front of it for an hour because it can't take all the user inputs up front, it asks a question whenever it damn well feels like, so if you leave it the install process will pause at the next prompt. Could be 5 minutes away, could be half an hour away...
Most government owned computers aren't any better-secured than your average office PC. Only computers used in military/espionage-related departments and maybe the very high levels of government will have "serious" security.
Serious question: Could there be some kind of mis-branding going on here? Foxconn products being labelled as "made in Taiwan" because either the company is headquartered there or the place where the plant is located could be reasonably spelled the same way?
If I was rich I'd park in a supercar somewhere near Area 51 and launch an FPV RC at it and fly around the buildings until it gets shot down. If the spooks show up then I'd tell the driver to gun it:D
RC aircraft are illegal to fly outside of certain designated airspaces in most places. Flying RCs out of visual range, which is basically part of FPV flying, is categorically illegal almost everywhere. That what a lot of the new laws about UAVs are addressing.
