A user group sponsored by a company seems to be the normal as I have seen it.
I am part of a Cisco users group. They have conference rooms that they let the group meet in, they supply food as times, they supply guest speakers, and they give away promo items. On its own the group would not stay very viable without some of this help. Because of the busy schedule that most of the group has, the management of the user group would not be stable.
We have a core group that does not work for the company that works out the scheduling and presentations that the group wants. During the meeting we will also talk about other company's products and issues; loyalty only to the point that we get the products we need to do the job.
We use their offices and conference rooms for certification study groups, use their equipment to create study labs, and raid the beverage area.
Any new item will add some additional overhead. In general most of the knowledge can be used across multiple areas. Its is sometimes the small things that trip you.
Were I worked they had a HP system running HP's flavor of Unix. In checking out new software we would use a second HP system that was the same model but a smaller variation of it but ran the same OS. What would trip us up sometimes is they used different tuning parameters. Tune a app up on one system and it would go bonkers when you put it into the other.
Now put that in the light of different OS that use different parameters to accomplish the same result. If you are thinking of one system and adjust the other, how long will it take when you trying to figure out why it just does not perform?
Handling different systems can be easy or it can be a pain. The people working on them must very diligent in thinking twice before doing something. You might have to form a formal / informal methods of reviewing changes to make sure things are done correctly, even the smallest of changes. This allows a second pair of eyes to check to make sure it correct. Just assuming you are correct will sometimes prove you are wrong in a very nasty ways.

MS cluster has the feel of a VAX cluster. Multiple systems handling client requests load balancing between them selves.
The way a MS cluster alternates client request among themselves is to share the same MAC address among the units in the cluster. If you were on a shared media type of Ethernet, the incoming packet will have the MAC address of the receiving server. All servers can see the packet and one of them will process it. Well it seems to work or so it seems
Now for the "bad" part of it. Some one up there did not really understand networking or decide to make his own rules and ignore common sense. Put a network switch into the mess. A switch will learn which port a system is one by listening to the sending station MAC address. If multiple systems are using the same MAC address, which port will a new client request go out on? The last server that sent out data.
Himm.. Not working well here. Lets call MS and find out what we can do to make this work. There answer? Turn off learning for the switch.
I do not think a lot of the developers are going to take the time to answer a RFP in the depth that most software vendors or VARS would. Open source people are not going to be paid for a "sale" were as the normal software vendors are competing for some money if they can make a sale. An RFP has some type of reward (sale) possible to the winner for them to spend time on responding to it.
A RFP is a request for proposal - A proposal for what? A proposal is a first step toward a contract. A contract with who? Who will get paid? I do not think a RFP process will get you very far.
For an open source product the cost of the software will be zero. Support and maintenance I guess would be in-house. What's left then is comparison of different capabilities. This becomes a request for comments now (RFC).
A suggestion change here. Maybe send a RFP to consulting firms on helping you with project(s)
A selected firm could help in gathering requirements, research products, help in the installation and maintenance... If you trying to spend money anyways.:)
A coordinator inside of the company runs most of these programs. It was his job to find these co-op students and find placement with the company. If you feel that things are not right, talk to this person.

Actual, I was then thinking it goes though and allows you audit the ad type cookies and upload them all, They all go to the exchange pool. The cookie it took, it stores in a database of cookies to be used for random exchange with systems visiting the site.
Now instead of banner exchange ads, you have "exchange your cookies here ads."
This then leads me to the thought, could they complain legally if a site is messing up cookies of a person who visits a site? The cookies are on a person system so legally the person owns them. If people decide to mangle the info, they really can not do much about it, nor could they? Who really owns the cookie on your system?
