As many others have pointed out, it's not that China can only make craps. It's because Walmart specs them to be crap. China can make goods as high quality as any other places, usually at the lower price , because of the labor cost and other factors.
Given the same wind turbine specs to a Chinese and a German manufacturer, you probably will get the same quality products, but pay less for the ones made in China.
