Scientific American http://www.sciam.com/article.cfm?id=the-latest-face-of-creationism recently had an article illuminating the intent behind such policies.
A couple choice quotes:
"The real purpose of the law-as opposed to its ostensible support for academic freedom-becomes evident on analysis. First, consider what the law seeks to accomplish. Aren't teachers in the public schools already exhorted to promote critical thinking, logical analysis and objective discussion of the scientific theories that they discuss?"
"Thus, despite the lofty language, the ulterior intent and likely effect of these bills are evident: undermining the teaching of evolution in public schools-a consequence only creationists regard as a blessing."
The US did NOT turn off their encryption.
Basically, the US system has (currently) two signals, the unencrypted, relatively low precision, civilian signal, and the encrypted, higher precision, military signal. The US originally had a plan to bugger up the civilian signal, too, and THAT is what was turned off.
Seismics (a redacted section in the paper), I'm guessing, has to do with detecting vibrations. The crypto device they talk about apparently uses mechanical relays, which makes perfect sense. One should be able to detect when relay contacts close, and back out some useful information about it. Would love to hear the back story about that.
I have yet to come up with a reasonable hypothesis for "Flooding", after dedicating nearly a minute to thinking about it.
I wonder if their business plan counts on them getting back their expensive electronics for a $100 reward. My guess is that if they want it back, they're going to have to bid for it on ebay.
Science is about natural explanations to natural phenomena. ID basically punts, and invokes the supernatural. It's not that ID is a false/flawed scientific theory, it's that ID is not science.
Indeed science should be open to different ideas, different scientific ideas. ID doesn't count.
It's a giant radio beacon (RADAR) in the sky. I'm guessing they really don't care too much about it being stealthy.
According to their logic, there is a 1 in 10000 chance that 2 + 2 != 4

How about we take all this carbon-rich trash, bury it in the ground, and call it carbon sequestration? I'm going to call my patent lawyer.

The latest Scientific American has an interesting article on the current state of the art of how to tell whether a photo has been doctored. http://www.sciam.com/article.cfm?id=digital-image-forensics
