Same thing happened in Romania. Students had to return and were supposed to work in the public administration, but no agency would hire them. It was unclear wether they had the right to take a job in the private sector, and benefits in Romania last only 6 months. They made some scandal in the press two years ago - haven't heard of them ever since. Prolly they went into the EU to get decent jobs and never looked back.

I've been to Luxembourg once, and I encountered the same situation as you did: free wifi in the city, 1 euro per hour inside the hotel. But the free wifi was tuned in such manner that you couldn't catch the signal inside the hotel, even though I could see the antenna below my

window on a lamp pole. I went off the hotel and tried again - worked like a charm. Then I read on city hall's website that they meant it to be used on the streets only, and not to compete with regular ISPs...

This kind of networks already exists over here in Romania; we call them "Neighborhood Networks", (not to be mistaken with Windows' same folder, or what it is). They exist since the late '90s, and they're being massively brought off by traditional ISPs for they customer base. In their beginning, these networks would be the only way to get broadband of any kind; they would span anarchically over several condo blocks, cables ran in trees, routers secured in plastic bags... the good ol' times...
Some are active to this day, they turned into mini-ISPs. They even have private peerings with each others, and even launched an exchange (this: http://www.interlan.ro/?lang=en&t=1) They're widely credited by the geek community in Romania to force the major ISPs to deploy true broadband and bring down the prices.
