Hard discs only use around 10, maybe 15 watts, which is fairly paltry compared to most of the other devices in a computer. Just turning down the brightness of your monitor saves about the same. As a percentage of the total power consumption of the average computer, a high estimate might be 12% or so.

I don't think it's a technological limit, but rather an economic one; lack of competition in the high-end CPU market is why you don't see clocks like that. AMD simply have nothing to offer as competition in that domain. There is little doubt in my mind that Intel is capable of making 3.8Ghz and even 4Ghz CPU models, because many people have overclocked the newer 45nm dual-core chips to such levels without much hassle. If memory serves, up until around 3.5Ghz you don't even need anything more than the stock cooling system!

How many Stephen Hawkins are people going to kill in the quest for perfection?

How many tyrants, rapists and murderers will we kill in that quest? This line of reasoning is borne of cherry-picking, as a good or smart person is not in the slightest bit guaranteed. The argument is as invalid as one which holds that people shouldn't reproduce because they might create the next Stalin or serial killer. They might, but you won't know until it doesn't matter anymore.

Remember, on scales like this our intuitive notions just don't work. Planets are almost indestructible, barring events on the scale of a supernova. Think about it; what happens if you blow a planet to pieces, even right from the middle? It's going to reform again due to gravity unless a positively gigantic force is applied. A planet's biosphere may be delicate, but the ball itself is amazingly, massively tough.
