Just a few remarks on your comment:
-'Getting it right' first time may be extremely difficult, especially for more complex software.
-Not all bugs are security flaws.
-The OSS model lends itself very well to fixing bugs in a timely manner.
-It's difficult to know really what you are calling for here to fix the problem. You mention, for example, registration or licensing - but then give the example of highly regulated industries which are causing problems (finance, energy etc). The software industry (like any other) is vastly better unregulated - I would hate to see it suffer from the usual unintended consequences of regulation.
By the way, how much did you pay for the Wordpress software you were using? Did they offer any quality guarantees? If you were using life-critical software would you be prepared to pay more for it, and enter some sort of contract to ensure quality?
You are confusing capitalism with corporatism, which is what we have today. Do tell us how you would envision society - a socialist paradise where goods and services are "free"?
