A camera needs the light to be focused. You either need a glass lens or a mirror. Without the focus you just get an omnidirectional light detector but no picture.
Most of the inmates in Guantanamo bay are accused (not charged) of breaking US law in a foreign (not USA) country. You are making the mistake of thinking the US gov must follow the laws, where it's already been clearly shown that's not true.
It should be easy to run the scan program in a virtual pc (that is clean), while the computer itself is infected/botnet/malware server. Also a good way to get linux boxes on the net past windows only scanners. Therefore this won't work. The only way to reliably check for infection is to monitor network traffic from outside. The ISP is the only place that is likely to work. Like it or not the only way to cut botnets and virus infestations is to hold ISP's legally liable in some manner. (or to have government run traffic sniffer boxes between your house and the ISP, and we really don't want to go there.)
Microsoft has a long history of partnering with a company, acquiring tech, then bringing out a competing device/app. Historically partnering with MS is like going hunting with a devote cannibal. No matter what you are hunting you know you're on the menu.
The USA has bought in heavily on switching to an IP (property not internet) economy. Having the infrastructure to feed that is required. And by feed I mean tv to the masses, not consumer content. Of course your gov -already- paid the telco's in build out the broadband, but for some reason it didn't happen. Oh well, this time I'm sure the results of handing out tons of cash without any kind of performance guarantee will be successful!
How about the gov builds out a national 4G network using european frequencies and standards, and leases the network to cell carriers. And mandate that any phone or device can be used without needing a locked in contract (like you can use any home phone or fax). And regulate the billing rates so that americans -don't- have the highest cellphone rates in the entire known world (yes, that includes Hawaii, sigh.).
If you put in electric light rail for longer distances (over 20 miles) and use electric cars for short range stuff then you don't need gas. Of course that would require the government (state/federal) to actually look out for the interests of the people instead of helping the rich loot america.
Or you could get a long term fixed rate contract for all the tar sands oil in alberta. I really don't know why the USA never tries that, it would save you a fortune (since you usually know when the next price shock is going to happen). PS, the USA also has tar sands oil, but they never bothered to develop them (ouch!).
I don't see how the gov of china (we always blame the gov for anything happening in/from china) could benefit from this. This isn't banking data or military or trade secrets, it's power use/distribution stuff. Has anyone any idea on what you could use this for?
If you don't see the body it's not dead. It's physically possible to search the dump and find those drives. The compressor in the truck isn't strong enough to destroy the drive so it should still be readable. It would be very labour intensive but in the current (US) economy that isn't an issue.
I think this means too many cooks in the kitchen syndrome. You've got everybody and their dog running around doing their own thing, but nobody is accountable and nobody is in charge. This is how a great country becomes a fallen empire.

Unless you live in Korea or Western Europe the speed won't matter. Do you really think Shaw/Bell/Tellus etc will -ever- let you see a Gb/sec internet connection? And as for a private network, well that's what government lobbyists are for (stopping).

2) The Ariane 5 with an Orion third stage already has LEO capability

Probably the best we can hope for is that the com/gov/mil/edu/etc domains be switched over to be under the national domains. Then each government would run their local (national) domain as they see fit. This way army.mil.usa can totally block the wikileaks domain (no uploads), while army.mil.eu can leave it alone. As each country would have total control of its national domain there would be no problem with new tld's. If countries in eu want.gay or.hamster or whatever they can just go ahead and make it. Of course then you'd need to have all the multi-national sites routed to the same server but that's just book keeping.
Having the vehicle engine drop to idle if you touch the brake should suffice (preferably on a separate circuit). I would suggest making it a law: On all drive by wire control systems you have 3 independent sensor and control computers on gas/brake/steering/shifter with voting. And if one of the three gives a divergent reading the check engine light comes on. If all three give different results you shut down the car.
I think it has more to do with the banking downturn. Banks are into risk avoiding mode, and won't give loans/mortguages to just anybody. It's clearly not due to better enforcement of laws, we're still wasting most of our policing on the war on drugs.
Setting up a distributed internet free of government control is solving the wrong problem. If the gov is ignoring the people and acting thugish then the correct response is to fix the government, not the internet. Governments serve us. They were built to serve us, and that's how it should be. It is our duty to check up on the gov and ensure it does its job properly (so I suppose the -real- problem is convincing people to care enough to keep the gov in check).
Yes, I think the stock exchange -is- just a gambling casino. Or horse racing if you prefer. And in both the house tilts the rules to ensure their profits.
