I remember I was working for a company called Symcor around 10 years ago, it was my first contract (never looked back at permanent jobs) and there was this thing by the marketing, they were awarding these 'blue balls' or 'green balls' - little balls people squeeze for stress relief with the company logo on it. The marketroids were talking about how they have the best development teams etc. I talked to one of them, the truth was then and for that company, but I am sure it is true now and for many more places: they hire permanent people in the 51 percentile of the pay scale.
That is it. If you hire people in 51% of pay scale you cannot have the best people, you will end up with the novices, with people who don't really care etc., and it was obvious.
Still, they were building systems and they are still doing so for the banks. What can I say, maybe most people should not be allowed to do what they are doing and probably this is true in all professions, not only software development. In this world it is then better to have tools that will limit the damage, because sure as hell, the best people will not be working on most projects.
