    going through the block with huge magnet while prisoners have the magnetic resonance done would also do it, but yes, EMP would be probably more effort-efficient.
    But it should be done not by the prison staff, but some other body, pehhaps by DoJ, FCC or some other body

    you've said "state legislatures", GP said "where the public does not agree". Your solution just brings the same problem to the different people, you cannot trust that state legislatures will do what voters wish for.

    there is an old sci-fi movie, Seksmisja in which two guys let themselves be hibernated for couple of years for scientific reasons. They were brought back to life after much longer time. One of them left a little daughter; on his dehibernation she was an older lady that sought revenge on her daddy.

    unfortunately - they're quite similar. US companies in EU introduced "best practices" from US, ie. writing law by corporate lawyers. Europe is still somehow better, because scale of corporate law-writing activity is smaller. However, we already have US-coprorate-inspired copyright laws, IP laws, GMO laws ...
