I always felt that education was the goal of a society, not a mean to achieve a good economy. I always felt Universities should teach you what a field is, not train you to get a job. Optimizing the economy IS NOT what a society wants. If it was the primary goal, we would never have abolish slavery.
I am not a big fan of Laissez-Faire. But I am not sure a regulation could have solved that. Even with regulation accident still happens. All the regulation of the world limit the risk but they never reach the "no risk" point.

well, I would say those prof's hated GPL. All the academics I worked with are either not releasing software or releasing it under GPL or BSD (or Cecill in France).
It is my belief (back by the opinion of several indie game developper friend) that game concept is not the issue in the gaming industry. Companies have harddrives full of good game concept. The main problem is building the actual game. That takes forever and a lot of money.
Moreover, good game concept does not sell games in general. You are sure that Football Game, the 5rd this year, is going to sell. Funky FPS, the 7th this year, is going to sell. Interesting Concept, may not sell. Therefore, you fund Crappy Game That You Know You Will Sell.
If you really belive there is somethingto do with your concept. Pay for its development by yourself. But I think it is a long and difficult road.
As someone that taught in a French university: "I don't f-ing care whether students come or not in my class". It is THEIR problem if they fail the exam and the mid term, not mine.
If a doctor(never mind whether the doctor is reputable, he is a doctor) recommends that I do heroin to help with my stubbed toe, should the government and insurance companies pay for it, simply because some doctor says that it would help rehabilitate me? All that your plan would do is increase doctor shopping. People would stop going to actual doctors and would go to fly-by-night doctors in order to get a cheap Wii. It would actually increase fraud, not weed out most of it.
I don't know about Australia or the US, but in France there is a "Medical Council" which are responsible for dealing with fraudulent doctors. If Social Security services believe a doctor if providing false medication, they can complain to the "Medical Council" which would revoke the doctor's licence if necessary.
I own a N810 (which is not a not, but more like a PDA). I must say I really like what nokia does.trying to get a standard for AC adapter is really nice. They have been really nice to the free/open source community, paying developpers for quite general things. And I find their hardware quite robust.

I called the phone service of my bank which is 24/7 as soon as I got that my wallet got stolen. My visa card was 'revoked' the day after.

In french laws, there a bunch of "oral contract". Actually, buying a sandwich is an oral contract according to french law.
