In Mexico, the ratings are used by movie theatres for access. If you don't show ID you won't get to see the "C" movies (unless of course you look like you are old enough).
And it's actually backed up by law, so, in theory (a very big "in theory"), the state can prosecute those movie theatres that let minors inside a restricted movie.
From TFA:
"...Splashtop enables users to access the Internet seconds after turning on their PC."
So, it might not be truly "instant-on", still, if it's below maybe 5 seconds it could be considered "near" instant-on.
But really, how many appliances are truly instant-on besides the fridge and the coffee maker? I mean, even the microwave oven, if unplugged and plugged again, takes about 1 or 2 seconds to initialize or whatever you call it.
...that makes government control work where it has failed in the West.
How exactly has government control failed in the West? It might not be as "bad" (depends on your POV) as in China, but still there's a lot of control being exercised on this side of the planet.
I'm a Mexican citizen, and while I won't comment on US politics, I can at least say that there's certainly govn't control in here. Might not be as invasive as it seems to be in China, but nonetheless it's still *huge*, alas executed in a very different way.
And please don't say Mexico is not in the "West" part of the world.

Did you read Bicentennial Man by Asimov?
You should if you are curious about a very interesting point of view orbiting around those issues.
I won't spoil it, but it's worth it and it should take no more than one or two days to read.
Sorry to be replying myself. I made a mistake in the link above.
Correct one: http://www.time.com/time/specials/2007/article/0,28804,1661031_1661028_1661016,00.html
Also, here's a very different list,
http://www.forbes.com/2008/02/24/pollution-baku-oil-biz-logistics-cx_tl_0226dirtycities_slide_26.html?thisSpeed=30000
using the Mercer Health and Sanitation Index Score as the ranking value.
The first five are:
- Baku, Azerbaijan
- Dhaka, Bangladesh
- Antananarivo, Madagascar
- Port au Prince, Haiti
- Mexico City, Mexico
Maybe here's the same list.

I'm not completely sure, but it mentions Linfen and La Oroya at least.
Also, I can't believe Mexico City is not listed there.
Better yet, open up accounts for all /.ers and let us play Core Wars!!!
Let's see how much time it takes for any two of us to meet at some point in the memory...
You forgot Tic-Tac-Toe...zomg..
But it will be when Windows 7 comes out.
"En - Oh"
My coffee maker is made by Asus :)
Ok. I gave bad examples, but you got the idea. The point is, very few things we use are completely instant-on.
