Didn't you just describe why agile came about? Because we, as software professionals, realize that specifications are not set in stone and the system should be easy to adapt and modify for future requirements.
I think you missed the AC's point. Why is it the EPA's job to regulate such a kit? I could understand the DoT of the state, but the EPA? The only reason they claim regulatory ability is because of emissions (even though California has tougher standards) so any modification to the emission systems of your vehicle is illegal without their approval.
And have you seen the vehicles offered in CNG? They're just as awful and useless as the early hybrids (or even current hybrids). Not all of us are city dwellers who will never need to get off of a paved road.
I would love to see that on Android, but they would have a problem with people denying for full internet access, when the app is ad-supported. So they would need to separate the channel for ad's and other internet access.
Never mind the space junk, or that satellites orbit in figure-8 patterns and do get close to each other. Or that we get random rogue birds scooting about, or lose complete control of them sometimes. These are $500 million investments, I think it's safe to want them to be able to not hit other things if they go SkyNet.

Enums in Java allow behavior to be added to the class itself. Even if the state is immutable, the ability to extend an enum to add complex behavior based on the enum type itself, is something lacking in C#'s C-like enum support.
It's great that Netflix bears the cost of buying the crap from Hollywood, and I don't have to spend more than $10/month to see some of it. I've watched some pretty awful movies, and been able to turn them off or return them at no additional cost for the next movie.
