Yes, and in the end, there is a good chance this will be an option for Enlightenment. Raster has been hard at work on an image layout/animation engine for theming borders and backgrounds, and I would be willing to bet once the OpenGL evas backend is in place, there will be an option to use it for animated backgrounds. Borders will most likely be software only until a hardware solution is found that provides increased performance for small drawing areas.
What I was thinking (and the reason for the question) is having a GL area in the background that draws the borders overlaid. It breaks when you have overlapping windows, but I was trying to think of ways around that. For non-stackable views that would definitely be a cool way to render the scene.
One solution to that is capturing the output of a window to a buffer, and then just texturing it until it gets focus, which would only work if you raised the window to the foreground on focus. Limiting, but it's just some bizarre ideas I'm kicking around.
