I work in national support for a large health care org. Not KP big but in the top 10 for Non-Profits. If a major system was down 44 hours of the year some people would be walking out the door. Our current uptime target for MS servers is 99.95%.. We run at about 99.98% uptime and we count downtime for patching. Thats about 105 minutes a year or 8m 45:s a month for patching. Just about enough time for 2 reboots on a typical server.
As for blaming the issues on power outages.. Thats what generators and UPS systems are for. We don't have a 2 MW generator on the side of the building for looks plus a UPS that will keep our 400+ servers up for 8 hours if the generator did happen to fail.
Now as for blaming Citrix? Citrix is great for running bandwidth hungry apps over a large network that can't handle the traffic. We use a ton of citrix to run some of the poorly written apps the healthcare industry is stuck with.
Designing a system from the ground up that depends on it?? thats stupid!
Implementing the same thing for the blind would be simple..
Have a link for a blind captcha that plays sound files. simply have a recording say the word to type in.. Over time I'm sure the spammers will add voice recognition to the bots but it'll take time and more processing power to spam.
when that stops working move on to animal sounds or songs..

More than likely this was a signal for automated playback systems. The equipment used then needed a good 5-10 second pre-roll for get up to speed and in sync.
Other setups used queue tones..
Normally you would only see this with an overscan monitor but it's possible to see the overscan area on a normal TV is you mess with the adjustments a bit.
Other things you might see in the overscan area (typically at the top) is the timecode signal(not readable) and the macrovision signal that screws with your VCR's auto video level adjustment when recording from DVD or another macrovision tape.

As an example I had to have surgery this year.. I thought I'd checked everything.. Doc in Plan for insurance Check Sergi Center in Plan? Check Anasteologist in plan? Check Docs Freaking Assistant in Plan? Umm no.. WTF? Sorry no coverage for her $609 bill.
My 1st Daughter.. OB doc in plan Hospital in plan (the company owns it so it's covered 100%) The on Call pediatritian they had check her over becaue it was 3am and ours was sleeing like normal people? Nope not in plan.. not covered.. $1010 please!!
Ya know what burns me more? the amount I'm billed for and what insurance pays.
The Surgi Center billed $5900.. Insurance paied them $1300.. The $609 for the assistant has she been in plan would have been paied $169
I wish the rest of my world operated like that.. Phone bill is $90.. Umm here's $20.. have a nice day..
Yet another guy here who had the same experence with Comcast installers. I saw the comcast guy pull up so I go to the door but he ran upstairs to another apartment.. I'm thinking ok he'll stop by when he's done up there.
Nope.. 5 min later the van was gone.. I called comcast and they said I wasn't home.. ARGH!! I finally got them to come back 3 days later and a free install..
Then to top it off, the install was on my bill the next month then a credit the month after..
This guy has been trying to force his invertion on us for years..
After the saw manufactures refused to pay his unreasonable licensing free (3-8% of the saw sale price)for his patented tchnology he moved on to lobbying for a law to make it mandetory (and still pay his licensing fee)
I have to agree the idea is cool but I don't like having it forced down my throat. He did go on to start his own saw company and makes one of the best saws on the market...

The legitimate mail has not grown.. only inbound spam.

Healthcare alone added jobs to meet 12% of the population growth. Thats is quite a bit for a single sector of the job market.
Now a usefull stastic would be how much did Healthcare grow vs US Population..
Now according to U.S. Bureau of Labor Statistics there were 6,388,000 US Healthcare Jobs in 2002.
By adding 1.7 million jobs the sector grew by 26%
In the same timeframe the population grew by 5% so healthcare is growing 5x faster the the population.
I couldn't find numbers for total US job growth from 2001 to today.

When I called to cancel they told me they couldn't stop my service untill I returned the boxes to the comcast store.. no pickup option.
The comcast store is only open 9am-5pm Monday through Friday.. So I had to blow my whole lunch to get that crap done.

I got some updated info in this..
I wasn't that they got the domain admin's domain acocunt information form the LSASS cache.
He had created a local accout on the SQL lab server use the same username and password as his production domain admin account.
OK here an example from a recent pen test .
Someone setup a test SQL server in the lab with access to the production netowork.
Since it's "just a lab box" the SA password was left blank.
at some point a domain admin logged into this box.
The security team accessed the box with the local SA account.
They got the LSASS password cache.
With that they got the Domain Admin account.
They used that to acccess a DC, got the SAM and used Rainbow crack with a 10gig pre compiled hash DB to get 30 out of 35 domain admin accounts.
I'm not supprised at all..
