Life is way WAY too short to try an memorize how all the different splat books inter-twine and how all the version differ. If the players want something weird, all they have to do is ask and I make a judgement call about how it works to balance it with the other players.
Wellllll now, often the "non genuine" ones are a batch that failed to get through quality control and should have been destroyed, but are sold out the back. Or if there is a group that has an extra run that they're selling on the side, they simply bypass quality control, because it's not their name on the line. If you were a bigger business, I imagine you'd have someone on the payroll to figure out the tax code and dodge as much of the taxes as possible. That's how Bill Gates and Microsoft does it. It gets progressively easier the richer you are. Hence, a progressive tax system. Besides, anything else and we revert to the robber-baron era and abolish the whole middle-class.
