So let's follow the rabbit a little bit further down this hole: If the police manage to set a precedent that cell phone location data can be used to establish the location of a given suspect to a particular crime, then what happens when the criminals start leaving their cell phones at home? Does that now qualify as an alibi?

If Netflix met the an ISP's peering requirements then why wouldn't the ISP peer with them? Doing so would bypass transit providers and their transit links which the ISP has to pay for. Installing the Netflix content distribution devices does the same thing.
The answer is that these ISPs compete with Netflix for video services and they can take advantage of their monopoly position to degrade traffic from Netflix to their customers in favor of their own services and they can extort Netflix.

Just like with transfer caps, the ISPs are manipulating (lying about) the discussion for their own benefit. They have monopoly powers through captive customers and in many cases have an interest in degrading traffic which competes with services they offer like video.
The real collusion against it happening again is the requirement that a candidate get 15% in polling before being allowed in the presidential debates. Most polls dont include 3rd party candidates, therefore a third party candidate cannot get 15% in polls.
They do even more than that. When I did election security for a couple years in Southern California, I discovered that they did not even *count* the third party votes yet they reported numbers for them which coincidentally kept them below the threshold for being automatically included on the ballot in the next election. Election workers would also take ballot boxes home at night instead of transporting them directly to where they were opened to be counted.
I think they believe that there will not be a separate desktop market so they are sacrificing what they have now to further their interests in other markets. Based on the results, it is not working.
I wonder though how they manage their training program without such poor domestic internet connectivity. That must be done outside of North Korea also.

I have been testing Windows 7 on another system and I hate it compared to XP. Features are missing, compatibility is lost, and any improvements are washed away by regressions.
