Unfortunatley we already have this law in the UK - it's called the RIP Act. The penalty for not handing over a key, even if you have forgotten it, is a two year jail sentence.
Games are not really a good measure of the speed of an O/S GUI combination. When you are running a game, you are really bypassing the window manager and using a very minimal set of the O/S (saving and loading files, things like that). It's more of a test of DirectX, OpenGL or what have you, which are pretty hardware dependant anyway.
A better test would be, say: compare Windows 2000 and Office 2000 against the latest KDE and Koffice. Open 3 copies of a 50M file, and set each one to search for a word in the middle of the document, then maximise and minimise the windows in turn. That way you are testing things like task switching and widget drawing under a load.

That's interesting, but there's probably a reason why it's only used on vending machines - if you lose your phone, it would take a very long time to drain your account by buying stuff from a vending machine !
The system I was working on could handle much larger transactions, and thus had to be protected by a pin number - in other words, you were actually running an application on the bank's servers rather than sending an SMS message.

I worked on an application for IBM, which would have allowed people to pay for goods in shops using just a WAP phone - no need to carry cash or credit cards around any more. The money would be transferred instantly, and the shop would straight away receive an email informing them that the transaction had gone through.
However, it never got past the demo stage, I think because banks were worried about upsetting the card companies. It's a shame really, I thought that could have been a killer app for WAP.
You can also bet that if any planes deviate from their preset flight paths over the US, a couple of F-15's will be up in the air to escort the plane in to landing.
