Chrome OS is basically designed to run the browser and nothing else. I wouldn't expect to be able to change it. Windows can run many browsers, seems like being able to choose the default one would be a feature of such an OS.
Remember, with Apple you had to buy the hardware from them. The markup already paid for multiple OS upgrades during the hardware's lifetime. With Microsoft, you paid for your OS license when you bought someone else's hardware. They added the OS as a bulk buy and paid a big discount over the retail price. Microsoft has to make their money somewhere.

It only changes the configuration of the system, it doesn't run the system minute by minute. If it goes down, we can recreate it easily. Worry about business critical infrastructure, not old hardware that works.
Providing free updates to old OSs means that people paying for new versions are subsidizing the people who won't upgrade.
