It just comes down to burden of proof.

Do you want the burden of proof to lie with the submitter (making the research process more expensive), or do you want the burden of proof to lie with the government (making the filing process more expensive).

Either way, the people filing are paying for it, it's just a matter of how.

Most cars with valet keys have locks where the seat-fold levers are. These locks are not operable by the valet key.

Likewise the driver-side lever does not work if the car is unlocked or turned on using the valet key. Often to make this simpler there is another lock located by the driver's lever.

You could code everything in one language?

And that is "jaw dropping" how? You can already do that with several languages and nothing is remotely "jaw dropping" about it.

What languages are those praytell? I've been doing web development for 17 years and would love your insight.

Java - requires browser plugins and runtimes. Doesn't have easy DOM manipulation
Actionscript - requires Flash plugin. Server-side doesn't really exist outside of Cold Fusion. No DOM manipulation without involving JS.
C# or VB - IE with ActionScript only, or requires Silverlight.

Running the same code (not just the same language) on both the client and server can add so much simplicity. I've been prototyping a web app using Meteor, a framework that runs on Node.JS and MongoDB. One of the coolest features about it is that automatic data syncing between the client and the server give you AJAX functionality for free. Something changes on the server, the client automatically updates, and visa versa, all without having to write a single send/receive/callback function.

As long as your visitor has a JS-enabled browser, you're set and all the dependencies have been taken care of.

They propose keeping a good portion of the existing data available through anonymous public requests, exactly the way current WHOIS system works today. The big difference is that there will be a single source; you won't need to do the two-step process currently in place.

What 2 step process? I type "whois example.com" at a command line and I have the results. Granted the command itself first looks up the root registrar and then queries that registrar. But I can see all kinds of problems in this because different TLDs have different requirements for what is in WHOIS info. For example, .se domains have little more than a unique key to indicate the domain holder, whereas .com/.org/.net have all the Technical/Administrative/Owner contact info.
