Sounds like they're just trying to create a proprietary government-owned, -controlled and -legislated OpenID/PGP network.
This is still a stupid idea - The reason my account isn't my real name is that I want a disconnect between my activities online and my activities in meatspace.
Occasionally i'll be searching news stories or just the web in general, and in addition to wanting to find specific information, I find it's often helpful to read other related pages, or just generally see what else a google/bbc/whatever search turns up. If this information is filtered to my tastes, then I might start to misunderstand the 'lay of the land', or the 'big picture', or some other kind of phrase that can be put into speech marks.
I'd rather have news sources that are completely unbiased, and rely on good journalism to draw in readers (such as myself) rather than personalised news that skews my worldview.
I wonder if the people who actually created the work care that after five decades they may not be able to make a miniscule amount of income from it - personally, I would be fairly embarrassed if I made one 'great work' and then ended up desperately lobbying governments to protect my one meagre source of income, instead of continuing my artistic development and releasing new material that consumers value enough to buy (while getting a kick out of the fact that someone's rewritten a story that I wrote decades ago, and is now making their own name).
Wait, hold on - BT were short-sighted enough to bypass laying down a high-bandwidth system through the UK while there was time, and now people are raping their servers because of their own short-sightedness, they want someone ELSE to pay for the mistake?
I'm not sure that's correct - EVE Online has let players buy in-game money with real-world money (through buying and selling game time cards) for years, and the economy there is pretty stable - definitely no massive inflation.
Most importantly - teach them that 'LOL' is not punctuation.

I wonder if they'll feather -this- in movies...

I, for one, welcome our new aquatic overlords.

Second suggestion for Wikileaks - it's pretty much what it's made for.
