During the Clinton administration the Chinese hacked into and took military secrets. What dos the US do? it outsources more work to China to make goods sold in the US. The US government can't handle security well at all and no longer cares to help its own citizens. That's why Trump is popular. People want to believe that an outsider can make things better, since the insiders keep screwing things up.
Up to 10 megs is not a guaranteed 10 megs. I would bet that 10 megs will rarely be the actual speed since DSL relies on proximity to the hub, the closer the faster the speed, and powered amplifiers for other outside of a mile, or so. They probably still use CAT 3 cable to boot..
Lowering corporate income tax should be dependent on a company designing, engineering, all IT work, manufacturing in the US. Other companies, that take advantage of cheap foreign workers or manufacture overseas, Apple included, should pay much more in income tax. Make America great again by bringing real jobs back, not just minimum wage jobs.
If this can be made to be stable and run properly, Microsoft should be looking over their shoulders as Android evolves into a desktop OS and CrossOver allows Steam to play on. With more programs available online Windows won't be needed to the extent that it was in the past, or is in the present.
The reason my answer is no is the same reason that I don't drive $250,000 cars. I can get by with less. Apple measurably has some of the top performing smartphone and tablets on the market. I don't begrudge people that want to spend the money to get the best things in life. I just don't need any of it. My $99 Moto E works good enough for me.
So, states want "rights" over local broadband, instead of letting the feds tell them what to do. But, they won't give control over to the even smaller local governments, the ones that people interact with the most. This makes no sense. Corruption, and lobbyist buying of laws that protect themselves, needs to stop. Local governments should have the right to compete with overpriced ISPs.
The federal government has always been far from transparent. These redactions are just an example of how much the situation has worsened. Knowledge is power. They don't want the people to have any of it.

So, I don't think it's a mistake other than a typical Microsoft "mistake" where they undo an action that they hoped would not receive blow back. There has been too many of these from MS lately. These guys need to bring in more quality control people.
