Qwest VDSL has allowed this for at least a year.. I switched my phone to Cox and kept the VDSL service uninterrupted. They seem to work as a totally separate company that has unrelated policies and procedures but happen to share the name Qwest.
They also lowered the price $10/mo last month, and increased the speed to 1.5/1mbps (from 1/1). http://www.qwest.com/vdsl/.. That's another thing, it's not (or wasn't until recently) linked anywhere on their home page, isn't searched by the DSL checker.. you have to know it exists to get it.
If by didn't, you mean specifically did.. iTunes 4.0 did not limit access to the local subnet, you could share anybody's IP. Similar programs to this, and backend programs that created searchable websites you could download off of, and other toys appeared. Apple promptly released 4.0.1, which limits sharing to the local subnet. Now someone slaps together (the protocol is well known and documented now) the same thing for Windows and it's apparently news.
This is only because the tester used terrible settings for the encoder since the 3ivx team did not respond to their request for good settings.)
It's actually much worse than that, he specifically says defaults would be used if not otherwise told, then picked a ridiculously low minimum quality that is nowhere near the default, probably because the default didn't allow him to satisfy his DivX hardon. Not just incompetence, active sabotage.
3ivx D4.1 will be out soonish with a new and much improved 1-pass algorithm, 2-pass encoding, optional ASP encoding features, and an optional kitchen sink.
And by dead in the water you mean.. the best decoder available, under active development and about to release a major update with 2-pass encoding and advanced simple profile encoding features... I see.

Um, no; 3ivx is a completely independent MPEG-4 implementation that predates just about everything but DivX 3.11.

3ivx is MPEG-4 just like everything else. DivX, XviD, and even Apple's codec can play it (since D4 is simple profile).
