There were a couple of weather stations in South America that have said the temperature readings used by the models do not match their records. Recent temps were higher and temps from the 40's were lower. So there is either poor data entry or someone is changing numbers at NASA or the UN to fit the global warming agenda.
Recently there was a big story about how last year was the warmest on record. It was 'warmest' by only 0.02C but interestingly individual readings are only accurate to tenths so they have violated a basic rule of averaging. They made a big deal over mathematically insignificant digits. Then later NASA announced that they only had 38% confidence in their numbers.
I don't deny human activity effects climate, it is pretty obvious.
An automated car won't be much help if you don't know where you are going. People often drive to a general area and then drive around until they see the place they are looking for. I often go for rides on back roads through the woods without a map, turning at intersections in a random direction just to see where it goes. It wouldn't be much fun if I had to plan it out in advance.
This just a bunch of academic rambling that has nothing to do with the real world. Real world business software developers just don't talk that way. They could care less if the language they use is functional or not and probably don't know. They just want to know how to implement a business requirement. If something doesn't work it is a bug, not an effect.
There really is no need to install measuring devices.
When you get your annual vehicle inspection the garage would send a report to the state with the VIN and mileage. The state would just subtract the previous years mileage from the current to calculate your tax. Then they can send you a bill for the amount due. Or if the inspection garage had computer access to the DMV database they could add it to your inspection fee.
To really be fair on the road wear & tear issue, they could use the vehicle weight in the tax formula.
Back when there was no Internet, no video games and one TV in the house that only had 4 channels, parents would think nothing of their children spending 4 hours playing outside without having any idea where they were.
Our school has a separate line inside the building for each bus. All the children know where they are supposed to go to get in line. There is an adult at the head of each line that makes sure they go to the correct bus.
The Search box doesn't work correctly in Chrome. When logged in the search box and button are half covered by the menu bar. When logged out, they are on top of the menu bar. Works fine in IE7 on my pc.
Last time I checked, the Chrome version that is planned for release in September will be removing it entirely.

The book version of Planet of the Apes has one.
