The W3C oversee current net content standard evolution. As it's name imply, it's a consortium. It regroup browser developpers, server developpers, thier application developpers, and many others. It doesn't try to override browser developpers. It oversee them on a technical standard view point. Browser developpers submit improvement for them to be included in the norm. This way it garantee that browsers don't split too much from each others.
They should have never created XHTML. They should have XMLized HTML in the first place. But, XHTML has corrected many wrong thing that HTML developpers used to do. Now, HTML5 should simply pick up the best of both world while still being XML compliant.
This remind me a old movie with Luke Perry. A military funded project aiming to drill down earth crust to harvest energy disturb the north america continental plate and it start to move down under the pacific plate. All kind of stuff happens then. They end up going drilling under the crust to place nukes to "replace" the crust.
This movie was realy bad. It's sad, Luke Perry was nice in Beverly Hills lol.
I whish we had an MP in Canada that would dare to push a similar law. Caps are the rule here and it they are realy low (20Gigs down / 7Mbps is what I got).
Actualy, I think it's a pretty good idea to ban caps. In fact, caps are just an excuse for not serving you with the full capacity of the service you're paying for. It's like going into eat-as-much-as-you-can restaurant and getting kick after an hour because you eated too much. It's false publicity. Don't get me wrong, I'm not a massive downloader. But I realy hate to get to pay 7$ per gigabyte when I get over my quota. I last the maximum fee is set to 30$.
Tell me, why would they want caps if it wasn't that they're selling capacity they don't have? If I remember well, selling something you don't have is called fraud.
Indeed. I work for a multinational consultant firm (27k+ employee) and the official stance on open source isn't for or against either. If FOSS solutions are possible under a situation, that their TCO is less than their closed source equivalents and that the client is open to it, we usualy go the FOSS way.
Most often its a mix of it. We use a lot of Java EE. Many Java EE containers use Tomcat as their application server too. We also use extensively Eclipse and customize it for our needs.
Anyway... when you get to that size of company you can't have a global thinking against or for FOSS. Heck I know some guys that work at Microsoft that use Linux at home and do open source developpment too!

Yes, it is pandemic as of their standard, but as you said, declaring Herpes pandemic wouldn't help nothing. What I was saying, is they made the move mostly for prevention reason. Leave this virus spread freely alone wouldn't be that bad. But once the virus hit a hotspot were it can mutate to something nastier, now we'd be in deep shit.
Naming it Mexican flu wouldn't not be right, because, for now, the strain is not higly virulent and doesn't kill really much. The WHO as declared it pandemic, but it's more in a move to try to stop the viral spread and help reduce the chance of a mutation. If the virus mutate and mix with H5N1, then we could be in serious trouble. And even then, lets just hope it doesn't mix with something even more deadly.
I realy think Videotron is asking for trouble with this. Most of the people I know who got this kind of letters weren't big downloader but parent who got kids downloading stuff on Kazaa/Limewire. Believe me this wont cut piracy at all, simply scare little downloader who're using easy way of sharing files. Anybody who know how to download rightly will not get caught. It will simply kill the unsure P2P client for some new one which will make more difficult to trace peers.
Anyway, people won't let this run for long. Either Videotron will back down or they'll end up in front of the court with a class action and trouble with the consumer protection office.
As for choice of ISP in Quebec, we've got near nothing. It's either Bell or Videotron, both being more than crappy. Others are resellers. It's near impossible nowaday to start its own ISP without being a reseller of these two. It would require too much cash to get a fiber to a point and build an infrastructure for clients access. I'd realy like to set up a local WiMax ISP, but that would be a hell of a burden. It would require a lot of cash for equipment, the fiber line and I would have to take a using license from one of the WiMax frequency operator in my zone. Now, going normal WiFi by running fiber around the city and setuping antena is far from efficient and trouble-some. And would still require a license from the CRTC. We're far from the day someone could lease some lines, a pipe and setup it's server in is basement:(
And for Quebec hater all out there, I pretty much hate independantist as you do and I think the 101 law is stupid too. Just don't put everybody in the same basket. The problem in Quebec it's that most of time, stupid people get more light than they should.
