I believe that copyright should be a license to the creator of the content for exclusivity to profit from said content. To obtain copyright, one must have a birth certificate or equivalent documentation (i.e. corporations can not hold a copyright license). No one will be permitted by law to use the content without the consent of the copyright holder during the lifetime of the copyright, except under fair use exceptions.
The term for the copyright will be determined by the type of media. Books and music could be copyrighted for as much as 15 or 20 years, software copyright would be limited to 5 years.
We need to end the corporate ownership of ideas and the "lifetime + x years" copyright terms.
These kind of problems require competence in both English and Maths which is why so few people get them right.

In standard English, the status of "or" as inclusive or exclusive is ambiguous and relies on other words to clear up any confusion ("at least", "only", etc.). The question, however, was posed to a group who uses a specialized form of the language. In math and logic, "or" is assumed to be inclusive unless stated otherwise.
But all of this is relevent because it doesn't matter what day of the week the indicated child was born. The gender of the second child is not dependent on any chacteristic of the first child. Therefore, the probability that the second child is a boy is 1/2.
In another post I mention parametric tools. These usually allow you to provide risk inputs (e.g. "High, Nominal, and Low" values) which are then used to calculate the schedule/cost. The models driving these tools account for how novel the application is, how much of the code is new, and what language it'll be written in.
The results you get will be time and dollar values at different percentile levels. So you can look at the 50th percentile and see 8 months and $1.8 x 10^6.
I am a cost estimator for an organization that contracts out development, I have never been employed in software development. Instead of asking how long it will take, we use parametric tools to estimate development schedules (including design, implementation, and test). We get estimates of the size and complexity of the software and then use a tool such as SEER-SEM or PRICE TruePlanning to estimate time for each phase of development. These tools can be calibrated to your organization's past performance and also provide risk analysis.
Does anyone use these tools outside of the cost estimating community?
I wanted to add that one good thing that may eventually come out of this is cheaper spaceflight for the public. Currently, only Virgin Galactic is booking spaceflights for the public, with tickets costing $200K (10% deposit required). Although Virgin expects the cost to go down with time, competition could do nothing but help.
Although I disagree with Obama's decision, I must say that your objection shows that you don't quite understand what his plan is. The government, through NASA, will still be paying for the space program. The difference will be that instead of issuing a contract to design and build a rocket/shuttle, the will instead issue a contract to provide a launch for such-and-such date or time period. The contract will also state what capabilities will be available to the astronauts while in space (ISS docking, experiments, space walks, etc.). There are already companies working on private spaceflight vehicles.
That said, I do agree that this is a bad idea. The promise to return to the moon and subsequently proceed to Mars was the best policy to come out of the Bush administration.
Remember that Congress ultimately decides which government projects get funded, the president only makes budget proposals. If Congress wants the Ares I and Constellation to be completed then they can place language into the budget authorization and appropriation bills that prohibit NASA from diverting funds from the program.
Gaffs like his fall right in line with my "everyone's stupid" theory, which has proven to be superior to my coworker's "everyone's stupid but me" theory.
For example: If I'm looking for information on any links between chemical X and illness A then don't throw in links to sites that talk about how pretty ponies are.
IIRC, the death panel thing started With Sarah Palin on her blog (Facebook?). I always find it ironic becuase while the Republican astroturfers are ranting about fictitious government death panels, we currently have a system of what could be considered corporate death panels. I wonder why they don't think those are at least as bad.
