The major difference between Verizon and Comcast is that Verizon is actually investing in infrastructure to make those times when you don't reach maximum speeds to be the exception, while Comcast is actively trying to create a tiered system and throttle bandwidth without actually reinvesting any of their revenue into making your connection reach its peak advertised performance.
