While I think this whole exercise is a waste of time, and that there are a lot more English speakers than TFA claims, I would quibble that there is a difference between being an "official" language of a country and being widely spoken in that country. For example, Romansh is an official language of Switzerland, but is only spoken by about 0.5% of Swiss. French, German and Italian are the other official languages of Switzerland for those keeping score, and yes, a lot of Swiss people learn English.

What's more likely, MS decided to gamble 10% of their turnover and years of court battles to try and sneak the ballot out of their European versions, or somebody pushed the North American version of SP1 out to Europe without realizing?
I doubt this is anything other than an innocent mistake by MS. Surely nobody thinks MS would be stupid enough to leave out the browser ballot on purpose and risk 10% of their turnover? I fully expect somebody responsible is currently pursuing opportunities outside of MS.
I don't doubt for a second that you could take a pad / sheet / whatever that sucks (much) worse than thermal paste, but if you had one that performed as well (or better, or maybe even only slightly worse) than thermal paste, then I think the convenience and the removal of guess work would make it worthwhile for a lot of people. Especially people that only play with thermal paste once in a great while.
As others have said, 2mm doesn't apply to the paste. But anyway this is exactly why a sheet would be so much better. No more fretting about "do I have too much paste?" or "do I have too little paste?" or "I just had to pull the heatsink off again because I didn't line it up right the first time, do I need to start over and reapply paste?". Thermal paste is a messy PITA.
Does this mean the copies already bought off-the-shelf have just become instant collectors editions? Expect to see "Game of Thrones - George Bush's Head Edition" on Ebay for about x5 the list price.

I work for a Swiss company. Our official internal language is also English.
