For this you need enormous amounts of iron ore and coal (or another fuel). For these you need mines and the knowledge and technology to mine them. Furthermore you need other metals, wood, paint, and a whole lot of other chemicals and things, all readily available in huge quantities. If one of them misses you have a big problem. England is probably the only place in the world where all of these things were available in large quantities very close to each other.

I love the Tesla Roadster. Here in Enschede, a not so rich city in the east of the Netherlands, one is riding around and I always marvel at the thing. It looks nice and it's so silent! Finally a sports car that doesn't need to make its presence known by lots of useless noise.

And it was indeed a miracle that with the latest tiny frost period all other train companies than NS kept running smoothly. Unfortunately the situation will not change unless our politicians learn that running a country costs money and you can not go on expecting more for less, as they have been doing for the past twenty or more years.
