Look up again the size, frequencyt and intensity of the seismic activity IN THE MENTIONED 23 areas. Ohh. BTW, I lived 4 years inside the Paraguaçu zone hehehe... in the city of Paraguaçu (the center of it) itself. And, guess what? No quakes whatsoever in four long years.
Just FYI, only 13, 14, and 17 (it's Paraopeba, not Paraopebas, and it's not close to Brasilia, it's even closer (200+km) to Belo Horizonte... where I do live now) are in the Basaltic plate.
Now, what earthquake weather? This is interesting, because I have never seen any reference to it.
So that you'll know: down here in Brasil we have a place called Planalto Central that has roughly the area of three to five Texas (it's basically one-third of our country, that in turn is bigger than continental US). It's one big arenite-basalt rock. No seismic earthquakes, the only (less than 3 richter) localized tremors are terrain accomodation, not seismic activity. No volcanos, no quakes. AT ALL.

'consumer' ISPs don't really operate on the assumption that people paying for their service are going to max out their bandwidth. If every single customer an ISP had used the maximum advertised speed, it'd be pretty hard for anybody to do anything.
This is SO not my problem. The GP is right: they advertise my cable line as 600kbps, 24h/d and I *will* use 600kbps, 20h/d to my fullest capacity. When you buy something, you are entitled to that you bought. If the seller is advertising a service he cannot provide its NOT MY PROBLEM.
Obviously (I was ISP manager for 4 years) they can project average-use all they want, but they must take the heavy- (nicked devil- by BBY) users seriously. There is another point: heavy-users are normally opinion-formers... for each one of those you lose, you will lose other prospective users. I, for instance, know that if I dis-recommend an ISP in my town, 20 to 40 people will not sign up to it or even will get out of it. So, my ISP better treat me well. They don't allow incoming connections to 25, 80 and others, and it's all right -- it's in the contract I signed initially. But... if they start capping me below what I am entitled (600kbps), then they will take heavy damage.
Firmware is NOT linked with the linux kernel, so the GPL "mere aggregation" clause applies. Obviously, this is MHO, and this has already generated a LOT of debian-legal discussion.
To track unstable (like tracking -current in the *BSDs) _can_ give you some surprises, but rarely _does_. I use sid on my desktop since the time KDE wasn't in the distro (QPL problems). I haven't been bitten for some two years now.
I did once -- returning from a gf's home (10km/6mi away) at 4am -- sleep for a full kilometer (a full minute) in a straight avenue. It scared the bejeezus out of me when I woke up. Since that happened, I avoided driving asleep. I stop and take a nap in the rest areas or in a gas station at the first sign of sleepyness.
