Either I am totally wrong (guess what, I'm not) or in my country things are completely different. Ok. The ad slots are sold *before* they go to the air. ExecX says "ok, we will get 7/100, target audience friendly to CompanyY, in this show I will air thu 9pm, and I will sell 5 slots to CompanyY for XXX". Got it? If it's the same show (say, Friends) and it's good, and it's ratings are good, and it's ratings have all reasons to stay the same (like the show is not Enterprise and won't show T'Pol's butt) so... It's easier for the ExecX to sell a show that nobody knows exactly what is!!! and premieres are more expensive, really. If you are currently running a show with weak ratings, that means you aren't drawing as much revenue as you would with a show with better ratings. Why not replace it with something you believe will accomplish that?
Because it won't. If you are producing/buying a crappy show, chances are ... you will produce/buy another crappy show. BUT it's easier to sell nonetheless.
Point being, it's possible for a competent TV exec to get *and* maintain a good show, because (incredibly) good shows usually bring good rates and crappy shows... got it?

1.a. The metaphor in the case is: they are trying to get more ad revenue in the wrong direction.
2/3/4. Most of the time, the problem is not falling behind the competition, is just that you have to work hard, having a real show on, despite ratings, to sell your ad slots. It's easier to sell vaporware ("Hey, we are going to cancel show X, that's having 2.1/7, and we are going to put show Y, with at least 3/7, much better, Z millions more consumer to your ads!" lie). No one is talking about show quality, only ratings.

Hmmm... it's better than an analog refit to an old theater? it's cheaper in the long run, and we can keep fees low (in a middle-sized town, a movie fee is, like U$1-U$2 down here).
And, something you prolly don't know, cinema is in in BR lately, and many mid-sized and small towns are getting new/refitted movie theaters...
